Where there are now no curbs or sidewalks and new curbs or sidewalks are hereafter laid in front of or alongside any property located on any street of the Borough of Riverton, the property owner shall first secure a permit from the Borough Clerk, and thereafter such curbs and sidewalks shall be constructed and laid under the supervision of the Borough Engineer, who shall lay out the lines and give the grades for such sidewalks and curbs and prescribe the specifications for the same, at the cost and expense of the property owner.

It shall be unlawful to lay or construct in front of or adjoining any such property a sidewalk or curb which does not comply with the line, grade and specifications supplied by the Borough Engineer.
The penalty for violation of any provision of this article shall be a fine of not more than $50 for each offense. All fines and penalties imposed hereunder are recoverable by summary proceedings before the Municipal Judge of said Borough.
