The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.R.S. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 123-23) attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule II (§ 123-24) of any day (except as otherwise indicated) upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 123-25) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this chapter.

No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 123-26) at any time between the hours listed in said Schedule IV of any day upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
No person shall park a vehicle in any of the off-street parking areas described in Schedule V (§ 123-27) for a period of time longer than the time limit listed during the hours restricted in Schedule V.

The areas described in Schedule VA (§ 123-27.1) of this chapter are restricted to parking by disabled persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 when using a motor vehicle in which is displayed a certificate for which a special vehicle identification card has been issued pursuant to N.J.S.A. 39:4-206.

A. 
Permit parking only. No vehicle shall be parked on the streets, or parts of streets, set forth in Schedule VB (§ 123-27.2), for the hours specified, except pursuant to a permit issued under this section, unless:
(1) 
The motor vehicle displays a current resident parking permit obtained from the Riverton Police Department pursuant to the provisions of this section, and the permit is on visible display in its proper location;
(2) 
The motor vehicle displays a current visitor parking permit provided by a resident who has obtained same pursuant to the provisions of this section, and the permit is on visible display in its proper location;
(3) 
The motor vehicle is associated with a contractor, service or delivery business, bearing the name and address of a commercial business, which vehicles may be parked only during the time period that they are actively rendering service to the resident within the permit parking area; or
(4) 
The motor vehicle is for a public safety, emergency, or public utility entity, which vehicles may be parked only during the time period that they are actively rendering service within the area.
B. 
Application for permit; granting of permit. Application for the parking permits under this subsection shall be made, in writing on forms provided by the Police Department. Permits shall be granted:
(1) 
To persons who are residents on the street or designated portion thereof upon which parking is restricted by this section, or whose property abuts those streets even if their formal address designation indicates a different street. A resident parking permit shall be issued for up to three vehicles owned or operated on a regular basis by the persons who reside at such residences.
(2) 
Three visitor parking permits may be issued upon request to each residential unit on any street or portion thereof upon which parking is restricted by this section for use only by visitors to that residential unit.
(3) 
The Chief of Police or his designee shall create a permit parking application form and determine the size, color and configuration of the permit, and the manner to be displayed consistent with this chapter.
(4) 
In order to obtain permits, residents must apply to the Riverton Police Department. There will be no charge to the resident for the cost of the permit. Permits shall remain valid unless the resident or vehicle in question is no longer compliant with the terms of this chapter. In the event of a change in vehicle or other factors impacting the permit, it shall be the obligation of the resident to notify the Riverton Police Department.
C. 
Signs. The Chief of Police of the Borough of Riverton is hereby directed to have proper signs posted regarding the provisions of this section erected or placed upon those streets or portions thereof herein described.

No person shall operate or park any vehicle at the following locations:
