The administration of and inspection procedures provided under this article shall be the responsibility of the Construction Code Official, the Zoning Official and such other persons designated by the Mayor and Council of the Borough of Riverton.
The duty of administering and enforcing the provisions of this chapter is hereby conferred upon the Zoning Officer, who shall have such powers as are conferred on him in accordance with its literal terms. The Zoning Officer shall not have the power to permit any construction or any use or change of use which does not conform to this chapter. The Borough Council shall appoint the Zoning Officer.
The duties of the Zoning Officer shall be to:
A. 
Examine all applications for construction and use permits.
B. 
Issue permits only for construction and use which are in accordance with the regulations of this chapter and other applicable ordinance as may be subsequently amended.
C. 
Record and file all applications for zoning permits with the accompanying plans.
D. 
Issue permits for conditional uses only after such uses and buildings are approved by the appropriate body and subcode official.
E. 
Issue all necessary stop orders pertaining to zoning violations.
F. 
Inspect nonconforming uses, buildings and signs.
G. 
Upon the request of the Borough Council, present to such body facts, records and any similar information on specific requests to assist such body in reaching its decision.
H. 
H, Give written notice of violation.
I. 
Sign written complaints against violators in Municipal Court.
J. 
Cause any building, plans or premises to be inspected or examined and order in writing the remedying of any conditions found to exist in violation of this chapter.
K. 
Enter any building or premises during the daytime in the course of his duties.
L. 
Perform any other duties assigned by the Borough Council.
A. 
Whenever a violation of this chapter occurs, or is alleged to have occurred, any person may file a written and signed complaint. Such complaint stating fully the causes and basis thereof shall be filed with the Zoning Officer. He shall record promptly such complaint, immediately investigate and take action thereon as provided by this chapter.
B. 
If the Zoning Officer shall find that any of the provisions of this chapter are being violated, he shall notify in writing the person responsible for such violations, indicating the nature of the violation, and order the action necessary to correct it.
The designated Zoning Officer of the Borough shall enforce this chapter. He shall grant no permit of any kind as provided in this chapter for any purpose except in compliance with the provisions of this chapter or a decision of the Planning Board, Board of Adjustment or the courts.
Any person, partnership or corporation who or which shall violate the provisions of this Zoning Ordinance shall, upon conviction thereof in Municipal court, be sentenced to pay a fine of not more than $600 and be ordered to correct the violation. In default of payment of the fine or failure to correct the violation, such person, the members of such partnership or the officers of such corporation shall be liable to imprisonment for not more than 60 days. All fines collected for the violation of zoning ordinances shall be paid over to the Borough. Whenever such person has been officially notified by the Zoning Officer or by service of a summons in a prosecution or in any other official manner that he is committing a violation, then each day after that a violation is continued shall constitute a separate offense and be punishable by like fine or penalty.
