The application for a license to operate a legalized game of chance shall be submitted, in the form and number of copies thereof as required by law[1] and the rules and regulations of the Legalized Games of Chance Commission, to the Borough Clerk not later than during his regular business hours on the Tuesday preceding any regular meeting of the Mayor and Council.

The Borough Clerk shall deliver said application, not later than during the business hours of the next business day following receipt of the same, to the Chief of Police who shall investigate the same in the manner required by law and the rules and regulations of said Commission.
The Chief of Police shall prepare a written report of his findings and recommendations resulting from his investigation of said application and he shall file the same, together with the documents comprising the application, with the Borough Clerk not later than the Monday preceding the said meeting of the Mayor and Council. The Chief of Police, within the same period of time, shall deliver copies of his report to the members of the Police Committee of the Council. In the event that the Chief of Police cannot file said report within the same time herein limited, he shall inform the Mayor and Council in writing, within the same period of time, of his reasons for such inability.
Bingo or an on-premise raffle, as both are defined by law and the rules and regulations of the said Legalized Games of Chance Commission, shall not be conducted after midnight of the day for which a license has been issued to conduct said games of chance.
Any person or persons, association of persons or corporation violating any of the provisions of this chapter shall be subject to a fine of not exceeding $50 for each offense and, in default of payment thereof, shall be committed to the county jail for a period of not exceeding 10 days.
This chapter shall take effect immediately upon publication according to law.

Licenses for games of chance, including bingo and raffle licenses, are hereby authorized to be issued covering operation of said games on Sunday, under the authority of N.J.S.A. 5:8-31 and 5:8-58.
