A. 
There is hereby established within the City of Somers Point the position of Municipal Engineer.
The Municipal Engineer shall serve a term of one year as permitted by the provisions of N.J.S.A. 40A:9-140; 40A:11-5(1)(a)(i); and 40A:11-5.
The Municipal Engineer shall be appointed by a majority vote of the City Council, following receipt of proposals. The appointment shall be made resolution.
Duties and responsibilities. The Municipal Engineer shall be a duly licensed Civil Engineer of the State of New Jersey and shall perform such duties as are prescribed by general law and ordinance to be performed by the Municipal Engineer, including but not limited to:
A. 
Prepare or cause or be prepared, plans, designs and specifications for Public Works and improvements undertaken by the City, either on force account or by public contract;
B. 
Provide and maintain surveys, maps, plans, specifications and control records with respect to Public Works and facilities owned or operated by the City;
C. 
Provide technical supervision with respect to operation, maintenance and repair of the City storm sewer system;
D. 
Provide technical and engineering advice and assistance to other City departments as needed;
E. 
Attend all regularly scheduled meetings of the City Council, and when his attendance is required at Special Meetings, to attend Special Meetings as well;
F. 
Perform all responsibilities imposed upon the Municipal Engineer under the New Jersey Municipal Land Use Law, N.J.S.A. 40:55D-1 et. seq.
All papers, documents, memoranda, reports and other materials relating to the administrating of engineering duties of the Municipal Engineer shall be and remain the property of the City of Somers Point. At any time when requested by the City Administrator or a majority of the City Council, and upon the termination of his services with the City, the Municipal Engineer shall forthwith surrender to the City Administrator and/or City Council, or following termination of his services, to any successor, any and all such properties so required to be returned.
The Municipal Engineer shall be compensated in accordance with a contract to be adopted annually by the City Council that will provide a fixed fee basis and/or an hourly rate basis and based upon actual time and expenses agreed on prior to the rendering of the services.
