A. 
Intent. The purpose of the Neighborhood Commercial District is to encourage the establishment of essential service facilities with neighborhood areas.
B. 
Regulations in district. The regulations of §§ 114-61 through 114-63, inclusive, and those regulations set forth elsewhere in this chapter, where applicable to these sections, and the general regulations of Article XX are the regulations in the NC-2 Neighborhood Commercial District.
A building or land shall be used only for the following purposes:
A. 
Principal uses and buildings.
(1) 
Essential service establishments, including, but not limited to, grocery stores, delicatessens, convenience stores, and pizza shops.

B. 
Accessory uses. Any accessory use and building reasonably and customarily incidental to any of the principal uses permitted, provided that they do not create conditions detrimental to the health, safety or general welfare of the community.
A. 
All uses and buildings within this district are subject to Planning Board site plan review and approval.
B. 
Area and bulk requirements, landscaping, parking and sign requirements shall generally conform to the standards of the HC-1 Highway Commercial District, Article VIII, as said standards relate to retail stores and service establishments as permitted in that district. The site planner shall generally utilize these standards in designing the essential service establishments permitted in the Neighborhood Commercial District. The Planning Board shall utilize the standards of Article VIII as a basis for site plan review. However, the Planning Board shall retain the power to apply more or less stringent standards as it deems necessary in order to comply with the intent of this district.
