All legislative power of the Township shall be exercised by the Township Committee pursuant to law.
The Township Committee shall organize annually on the first day of January, or during the first seven days of January, at which time it shall elect a Mayor and a Vice Mayor from among its members. The Mayor shall preside at meetings of the Township Committee and perform such other duties as the Township Committee may prescribe. During the absence or disability of the Mayor, the Vice Mayor shall preside over the Township Committee.
The Mayor shall have the power to make proclamations concerning holidays and events of interest to the Township. He may from time to time appoint citizens' committees to inquire into matters that are of interest to the Township, and he shall have such other appointment powers as are conferred upon him by law; all appointments shall be subject to confirmation except where otherwise provided by law. He shall have and exercise the ceremonial power of the Township, and he shall exercise every other power usually exercised by Township mayors and conferred upon him by law.
A. 
Regular meetings. The Township Committee shall meet annually on the first day or during the first seven days of January in any year. At the aforesaid meeting, the Township Committee shall fix the time and place for holding regular meetings during the ensuing year. The Township Committee shall post and maintain posted throughout the year a schedule of such regular meetings in a public place reserved for such or similar announcements. In addition, such schedule shall be mailed to at least two newspapers designated by the Township Committee to receive such notices, one of which shall be the official newspaper, and filed with the Township Clerk for the purpose of public inspection. Such schedule shall contain the location of each meeting, to the extent that is known, and the time and date of each meeting. In the event that such schedule is thereafter revised, the Township Committee, within seven days following such revision, shall post, mail and submit such revisions in the manner described above, in strict compliance with the provisions of the Open Public Meetings Act.[1]

B. 
Other meetings. The Township Committee may call special meetings from time to time, as required. In all cases of special or rescheduled meetings, written advance notice of at least 48 hours, giving the time, date, location and, to the extent known, the agenda of said meeting, including a statement on whether formal action may or may not be taken, shall be posted, mailed, telegrammed or hand-delivered, and filed as provided in Subsection A of this section.

All regular and special meetings of the Township Committee shall be open to the public. The rules of procedure to be followed for the conduct of business of the Committee shall be provided by resolution. Where not otherwise provided, Robert's Rules of Order, revised, shall govern, and the Township Attorney shall be parliamentarian ex officio.[1]

A majority of the whole number of members of the Township Committee shall constitute a quorum, and no ordinance shall be adopted by the Township Committee without the affirmative vote of a majority of the quorum of the Committee. If a quorum is not present one hour after the appointed time for any meeting, those members present may declare the meeting adjourned.
The vote upon every resolution or ordinance shall be taken by roll call, and the yeas and nays shall be entered on the minutes. All ordinances shall be introduced, considered, published, reconsidered and enacted in the manner provided by general law.

A. 
There is hereby authorized a consent agenda for inclusion as a part of the agenda of every regularly scheduled meeting of the Township Committee.
B. 
Items which may be included in the consent agenda include, but are not limited to, the following:
(1) 
Approval of minutes; approval of payment of bills.
(2) 
Conveyances, easements, leases and agreements previously approved in principle.
(3) 
Acceptance of recreation facility contributions.
(4) 
Routine reports of receipt and awards of bids.
(5) 
Payroll.
(6) 
Bingo and raffle applications.
(7) 
Refund of tax payments of less than $1,500 for the year in question.
(8) 
Cancellation of tax sale certificates.
(9) 
Honorary and memorial resolutions when the individual or members of the family are not present at the Township Committee meeting.
(10) 
Resolutions for permits to hold parades, sidewalk sales, solicitations and other similar matters.
(11) 
Payment of outside attorney fees in accordance with N.J.S.A. 40A:14-155.
(12) 
Placing of liens on property for demolition thereof or removal of a health or safety hazard.
(13) 
Developer's agreements, including extensions and addendums.
(14) 
Other routine matters not requiring further discussion.
C. 
The consent agenda shall consist of any item so designated by the Township Committee and marked on the agenda with an asterisk.
D. 
No item shall be designated on the consent agenda unless an accurate copy of the resolution, proclamation, report or other matter which is the subject of the consent item is filled with the Township Clerk at least 24 hours prior to the meeting at which the item is to be considered.
E. 
Prior to voting upon any item on the consent agenda, the Mayor shall open the meeting to members of the public for the sole purpose of hearing requests for removal of items from the consent agenda. There will be no separate discussion of items on the consent agenda unless the Mayor, a member of the Township Committee or citizen so requests, in which event the item will be removed from the consent agenda and considered in its normal sequence on the regular agenda.
F. 
Those items which appear on the consent agenda are not required to be read at the meeting in their entirety.
G. 
Once a matter is placed on the consent agenda and no member of the Township Committee or public requests its removal, there will be no separate discussion of that item.
H. 
All items on the consent agenda shall be listed separately on the agenda, but shall be approved by one motion and one vote at the time of consideration of the consent agenda as a whole by the Committee.
I. 
All items approved on the consent agenda will appear on the Committee minutes in their complete and proper form.
