There shall be an Office of Recreation Director. The Recreation Director shall be appointed by the Township Committee. The Township Committee shall further appoint such other aides or employees as the Township Committee deems necessary for the proper supervision and administration of the recreation programs.
The Department of Recreation, through the Recreation Director, shall be charged with the responsibility to plan, promote and organize various recreational programs within the Township. This power shall be exercised in conjunction with recommendations and programs developed the Advisory Recreation Committee.
The Recreation Director shall:
A. 
Recommend to the governing body fee schedules which shall defray the costs of such recreation programs among the users. Such schedules need not defray 100% of all operating costs.
B. 
Recommend to the governing body the purchase of equipment and/or facilities necessary for the proper functioning of its programs.
C. 
Upon request, submit a proposed recreation budget for each calendar year. The governing body shall annually appropriate, in its budget, funds to be utilized for such recreation programs as it deems necessary. Funds may only be expended or obligated by the Recreation Director with proper authorization by the Township Purchasing Agent.
D. 
Control and administer recreational facilities, playground facilities and any other facilities related to leisure time activities of the residents of the Township of Washington in a safe and wholesome condition for use.
