A.
The Township Committee hereby endorses the Keep America
Beautiful System and supports the participation of Washington Township
in the system.
B.
There is hereby created in the Township of Washington
a Keep America Beautiful Committee. Said Committee shall be an official
committee of the Township and shall be accountable to the Township
Committee.
The purpose of the Committee is to review and
recommend changes regarding the handling of solid waste; to review
and recommend rules and regulations related to Township ordinances;
to conduct a continuous education program; to encourage stricter Code
enforcement; to introduce new forms of technology; to develop programs
within the Township government and the community which will aid in
the sustained reduction of litter; to periodically measure litter
accumulation in Washington Township; to organize periodic litter cleanup
events; and to make an annual report to the Township Committee showing
the activities of the Committee for the current year.
The Committee shall consist of three to seven
members, who shall serve for one-year terms and who shall be appointed
by the Township Committee, with one Township Committee representative
appointed as a liaison. The members of the Committee shall regularly
attend meetings and public hearings of the Committee and shall serve
without compensation except for reimbursement for authorized expenses
attendant to the performance of their duties.
A.
The officers of the Committee shall include a Chairperson,
Treasurer and Secretary.
B.
The Chairperson or other officer in his/her absence
shall preside at all meetings and hearings of the Committee, decide
all points of order and procedure at such meetings, unless otherwise
directed by a majority of the members of the Committee, and perform
any duties customary to the office. The Treasurer shall keep all financial
records for the Committee and be responsible for maintaining the Committee
budget and overseeing requests for and management of all grants, including
the New Jersey Communities Grant. The Secretary shall be the custodian
of the books, papers and records of the Committee and keep the minutes
of the meetings of the Committee.
C.
Selection of officers and terms of office. The officers
shall be elected annually by the Committee members.
The Committee shall establish all standing subcommittees.
A.
Regular meetings. Regular meetings shall be held each
month.
B.
Special meetings. Special meetings may be called by
the Chairperson when necessary to act upon matters, provided that
adequate notice is given to each member of the Committee and to the
public. Adequate notice is defined as that notice required under the
provisions of the Open Public Meetings Act.[1]

C.
Emergency matters. When any officer determines that
an emergency exists which does not permit sufficient time in which
to convene a special meeting, an emergency meeting may be held, subject
to compliance with the requirements of the emergency meeting provisions
of the Open Public Meetings Act.
D.
Quorum. A quorum shall consist of one more than half
of the appointed Committee.
Various subcommittees may be established each
year, including but not limited to Education, Finance and Program.
Responsibilities will be determined at the time of appointment and
establishment of the subcommittee.
Bylaws, rules and regulations may be established
and/or amended by the Committee during regular or special meetings
and may be submitted by any member of the Committee.
