The Board of Trustees of the Free Public Library of Washington Township heretofore established shall continue and the present members thereof shall continue until their respective terms expire.
A. 
The Board of Trustees shall consist of nine members, one of whom shall be the Mayor, and one of whom shall be the local Superintendent of Schools. The other seven members shall be citizens appointed by the Township Committee. At least four of the citizen members shall be residents of the Township. The Mayor and the Superintendent of Schools, respectively, may appoint an alternate to act in his or her place and stead with authority to attend all meetings of the Board and, in his or her absence, to vote on all questions before the Board.
B. 
Each member shall serve terms of five years.
C. 
Vacancies occurring in the Board of Trustees shall be filled for the unexpired term only.
The Board of Trustees of the Free Public Library shall:
A. 
Hold in trust and manage all property of the library.
B. 
Rent rooms, or, when proper, construct buildings for the use of the library.
C. 
Purchase books, pamphlets, documents, papers, CD's, DVD's, tapes, multimedia and other reading matter;
D. 
Hire librarians and other necessary and proper personnel and fix their compensation.
E. 
Make proper rules and regulations for the government of the library.
F. 
Generally do all things necessary and proper for the establishment and maintenance of the Free Public Library within the Township.
G. 
The Board may also transfer to and receive from other libraries books, magazines, prints, maps and other related library materials for the purpose of augmenting the interlibrary loan service.
In accordance with N.J.S.A. 40:54-15, the Board of Trustees shall annually make a report of its transactions and accounts to the Chief Financial Officer of the Township. The report shall also include an analysis of the state and condition of the library and shall be sent to the Township Committee and to the State Librarian.[1]
