The owner, occupant or tenant of any premises, whether residential or nonresidential, included within the shaded area shown on Schedule A[1] of this article shall promote public safety by removing snow and ice from the full width and length of all abutting sidewalks and at the intersection of two or more sidewalks constituting a corner and/or a crosswalk, from the sidewalk to the plowed section of the roadway, within 24 hours after the same falls or is formed thereon, provided that the Township Administrator is authorized to suspend this requirement or extend the period of removal when, in his/her opinion, unusual and extreme conditions warrant such action. Ice which is so frozen as to make removal impractical may be thoroughly covered with sand, ashes or similar material.

No owner, tenant, occupant or agent of an owner, tenant, or occupant shall throw, place or deposit snow or ice onto any sidewalk or into any street, it being the intent and purpose of this provision to prohibit all such persons from throwing, casting, plowing or depositing snow and ice which accumulates on private property upon sidewalks or streets of the Township.

In case such snow or ice is not removed from the sidewalks or is cast or deposited thereon or placed upon the sidewalks or the street by the owner, tenant or occupant of any premises or his/her agent as hereinabove provided, the same shall be removed under the direction of the Superintendent of Public Works, and the cost of removal, as nearly as can be ascertained, shall be certified by the Superintendent of Public Works to the Director of Finance. The Township Committee shall examine the certification and, if found to be correct, shall cause the cost to be charged against the real estate abutting or bordering upon such sidewalks, and the amount so charged shall forthwith become a lien and a tax in the same manner as the taxes next to be levied and assessed upon the premises and shall bear interest and be enforced and collected by the same officers and in the same manner as other taxes. The imposition of and collection of a fine or other penalty for violation of any of the provisions of this article shall not constitute any bar to the right of the Township to collect the cost, as certified, for the removal of snow or ice in the manner herein authorized.

No owner or operator of premises having parking spaces reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, piling or placement of snow or ice in such spaces.
