In accordance with the provision of N.J.S.A. 39:4-197, the designated Board of Education property shall have the movement of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulations indicated.
A. 
Signs and pavement markings, installation and maintenance.
(1) 
The owners of the premises referred to in this § 203-30 shall provide and install signs and pavement markings as required. All signs and pavement markings shall be in accordance with the Manual on Uniform Traffic Control Devices for Streets and Highways pursuant to N.J.S.A. 39:4-183.27 and as required by N.J.S.A. 39:4-198. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall subsequently, after the initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the municipality.
(2) 
The owners and/or operators of all vehicles entering upon all lands or properties as described in this § 203-30 shall park their vehicles as described; all vehicle(s) must be parked in the designated area, between the painted lines provided. Notice shall be given to the public by the placing of sign(s) at the vehicular entrance(s) to these lands and/or parking lots, as described in this § 203-30.
B. 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area or pedestrian walkway or present in any way a safety or traffic hazard upon the lands, properties and parking lots described in this § 203-30 may be removed by towing the vehicle at the owner's or operator's expense.
C. 
West Morris Regional High School. No person shall park a vehicle at any time in the school building parking lot or the administrative building parking lot except in designated areas therein and between the white lines provided. Parking therein shall be by permit only during school hours, and vehicles shall be correspondingly identified.
(1) 
Parking prohibited at all times. No person shall park a vehicle at any time upon any of the streets or parts of streets described:

(7)

Speed limits. Speed limits for all access roads and parking lots shall be 15 miles per hour. Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits.
D. 
Flocktown Road School.
(1) 
Parking for the handicapped. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall be parked between the posted lines.
(a) 
The first parking stall to the left in a group of four closest to the main entranceway to the school building, at the northwesterly area of the parking lot in front of the school, as indicated on the attached plan, and attached to and made part of this chapter.[1]

E. 
Walter J. Kossman Elementary School.
(1) 
Parking for the handicapped. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall be parked between the posted lines.
(a) 
The first parking stall in a group of seven closest to the main entranceway to the school building, at the northwesterly area of the parking lot, as indicated on Site Plan No. 1, Walter J. Kossman Elementary School, dated May 22, 1984, a copy of which is on file in the office of the Township Clerk.
F. 
Old Farmers Road Elementary School.
(1) 
Parking for the handicapped. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall be parked between the posted lines.
(a) 
The first parking stall in a group of 10, located at the northwesterly end of the parking lot, said parking lot located at the southerly side of the school building space furthest from Old Farmers Road, as indicated on Site Plan No. 1, Old Farmers Road Elementary School, dated May 22, 1984, a copy of which is on file in the office of the Township Clerk.
G. 
Long Valley Middle School.
(1) 
Parking for the handicapped. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall be parked between the posted lines.
(a) 
The first four parking stalls to the left of a group of 16, being the second row of a block of parking stalls from West Mill Road (County Highway Route No. 513) at the northeasterly end of the parking area closest to the school building cafeteria section.
H. 
Washington Township Police Department Complex. No person shall park a vehicle at any time in the Police Department Complex parking lot, except in designated areas therein and between the white lines provided. Parking therein shall be for Police Department business only, unless permission is granted by the Chief of Police or his designee for other purposes.
(1) 
Parking for the handicapped. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall park between the posted lines.
(a) 
Two handicapped parking stalls shall be provided, located to the right (south) of the main entrance to the Police Department building lobby.

Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area or pedestrian walkway or present in any way a safety or traffic hazard upon the lands, properties and parking lots described in this § 203-31 may be removed by towing the vehicle at the owner's or operator's expense.
C. 
Rock Spring Park Complex.
(1) 
Pursuant to N.J.S.A. 39:5A-4, Subtitle 1 of Title 39 shall be made applicable to the following streets or areas. The following access roads and parking lots have been named to best describe their location:
(a) 
Rocky Top Square: access street off of Schooley's Mountain Road (County Route 517) connecting to vehicle parking area (Rocky Top parking lot).
(b) 
Rocky Top parking lot: area for the parking of vehicles between Rocky Top Square and its terminus.
(c) 
Bolmer Drive: access street off of E. Springtown Road to its terminus at the baseball field parking lot.
(d) 
Rock Spring Place: access street between Bolmer Drive to Rock Spring main parking lot.
(e) 
Rock Spring main parking lot: area for the parking of vehicles between Rock Spring Place and its terminus.
(f) 
Senior citizen garage drive: access drive between Rock Spring main parking lot and the rear of the senior citizens building at its terminus.
(g) 
Secondary parking lot west lane: access off of senior citizen garage drive and secondary parking lot.
(h) 
Secondary parking lot north lane: access off of Rock Spring Place and secondary parking lot.
(i) 
Secondary parking lot: between secondary parking lot west and north lanes.
(j) 
Tennis court: access street off of Bolmer Drive and tennis court parking lot.
(k) 
Tennis court parking lot: area for the parking of vehicles between the tennis court and its terminus.
(l) 
Baseball field parking lot: area for the parking of vehicles, between Bolmer Drive and its terminus.
(m) 
Library court: library access street, between Bolmer Lane and first parking lot.
(n) 
First parking lot: area for parking of vehicles, between library court and circular connecting road.
(o) 
Circular connecting road: connecting road between first and second parking lots.
(p) 
Second parking lot: area for parking of vehicles between circular connecting road and its terminus.
(2) 
Parking. All vehicles must park in designated areas, between painted lines in the following named parking lot(s):
(a) 
Rock Spring main parking lot.
(b) 
Rocky Top parking lot.
(c) 
First parking lot.
(d) 
Second parking lot.
(3)

C. 
Long Hill Plaza regulations.
(1) 
Pursuant to N.J.S.A. 39:5A-1, Subtitle 1 of Title 39 shall be made applicable to the streets or areas designated in this § 203-32C.
(2) 
Parking. All vehicles must park only in designated areas and between the lines provided.
(3) 
Handicapped parking. All stalls shall be 13 feet wide as shown on the attached site plan. The site plan is attached to Ord. No. 32-93 and on file in the office of the Township Clerk and signed with R7-8 (reserved parking sign and penalty plate) in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
(4) 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(5) 
Speed limits. The speed limits for all traffic in the parking lots and all lanes of travel shall be 15 miles per hour. Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
(6)

D. 
Long Valley Plaza regulations.
(1) 
Pursuant to N.J.S.A. 39:5A-1, Subtitle 1 of Title 39 shall be made applicable to the streets or areas designated in this subsection § 203-32D.
(2) 
Parking. All vehicles must park only in designated areas and between the lines provided.
(3) 
Handicapped parking. The following locations shall be designated and reserved as handicapped parking spaces for persons who have been issued a motor vehicle identification sticker or license plate. No other person shall park a vehicle in any area assigned as a handicapped parking space, as described below. Vehicles shall park between the posted lines.
(a) 
A minimum twelve-foot parking stall, said stall being the first stall from the easterly curbline (west) in front of the building (bank).
(b) 
Two eight-foot stalls with a five-foot aisleway between, said stalls being located to the left (east) of the first brick pedestrian island from the westerly curbline in front of the building.
(c) 
A minimum twelve-foot parking stall, said stall to be located at the rear of the building along the southernmost curbline, immediately to the left (east) of the concrete refuse container pad.
(4) 
Speed limits. Speed limits for all access roads and parking lots shall be 15 miles per hour. Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits.
In accordance with the provisions of N.J.S.A. 40:48-2.46, the movement of traffic on the following private property that is open to the public and to which the public is invited shall be controlled by the types of regulations indicated. No person shall operate or park a vehicle in violation of the following regulations:
A. 
Peachtree Village.

(1) 
The Peachtree Limited Partnership has filed a written consent with the Township of Washington that the provisions of Subtitle One of Title 39 of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at the Peachtree Village located in the Township of Washington, County of Morris, and the following regulations shall hereby be enforceable:
(a) 
General parking.

No person shall park or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.

(e)

(2) 
Penalties. Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this subsection or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days or both.
(3) 
All signs, posts, or other necessary materials shall be installed and paid for by the Peachtree Limited Partnership. All signing shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
A. 
Palmer Park Recreational Complex.

(1) 
Washington Township has filed a written consent with the New Jersey Department of Transportation to have the provisions of Subtitle One of Title 39 of the revised statutes of New Jersey be made applicable to the semi-public roads, streets, driveways and parking lots at Palmer Park Recreational Complex, as depicted on the attached site plan dated September 20, 2006, located in the Township of Washington, County of Morris, and that the following regulations shall be enforceable:
(a) 
General parking.

No person shall stop or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.

Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan and signed with the R7-8 and R7-8P (Reserved Parking Sign and Penalty Plate), in the designated parking areas for persons who have been issued the handicapped parking permit by the Motor Vehicle Commission.
(b) 
Speed limits.

Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
(c) 
Tow-away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grassy area or pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(2) 
Signs. All signs, posts, or other necessary materials shall be installed and paid for by the Township. All signing shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
(3) 
Penalties. Unless another penalty is expressly provided for by New Jersey Statute, every person convicted of a violation of this subsection or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
