In order to protect the foreshores and shellfish in the Town of Dennis, no person shall dredge any fill from any tidal waters in said town nor shall any person remove, fill or dredge meadow bank or marsh without first, if it is required by the Board of Selectmen, installing suitable bulkheads or bank or any other protective methods, as the Board of Selectmen may deem necessary, after first obtaining a permit so to do from the Board of Selectmen, who shall hold a public hearing.
The applicant, if the Board of Selectmen shall require, shall furnish the Board of Selectmen, prior to the hearing, proper plans and specifications drawn by a qualified engineer and/or a qualified land surveyor showing the area, mean high- and low-water lines and abutting owners.
