A. 
The trees along the side the of power lines will be done with the side-trim pruning method.
B. 
The trees that are growing directly beneath power lines will be trimmed with the V-shaped pruning method.
C. 
Along with the trimming and pruning methods stated in Subsections A, B and G, the respective utility companies will use the noted methods or follow the American National Standards Institute (ANSI) Article 300 Part 1 (Tree Pruning). In the event of tree pruning conflicts the ANSI standards will take precedence over the other noted methods.
D. 
Branches will be properly cut at their point of origin or back to a side branch of sufficient size to assume dominance and neatness.
E. 
Examples of these pruning methods are attached.
F. 
PEPCO and or BGE will remove branches where snow or ice could cause them to sag or fall onto power lines.
G. 
PEPCO and or BGE will only clean up the debris if it is as a result of scheduled work.
H. 
The City will be notified prior to the work being conducted.

All trees in the public domain, including those located in City rights-of-way and parks on City property, are subject to the provisions of this chapter.
A. 
It shall be the responsibility of the Mayor and Council, with the guidance and assistance of the Committee on Trees, to develop and/or update annually and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets, and in other public areas within the corporate limits of the City. Such a plan will be presented annually to the City Council and upon their acceptance and approval shall constitute the official comprehensive tree plan for the City.
B. 
The City shall hire a professional arborist to consult on the health and status of City trees, to recommend pruning, planting and removal of trees, and to assist the City in the development and review of a City tree plan, and perform such other tasks as directed by the City. The Mayor, with the approval of the Council, may appoint a City Arborist. The City Arborist shall report to the City Manager.
The City Council does hereby establish a Tree Committee for the review of all matters concerning City trees as defined in this chapter, and other responsibilities as determined by the Council. The Committee, which is to be appointed by the Mayor with consent of the Council, will consist of citizens of the City with particular expertise or interest in trees, parks and environment. The Committee is also authorized to sponsor educational activities that:
A. 
Increase public appreciation of the aesthetic, historical and ecological value of trees on public and private land; and
B. 
Encourage the citizens of the City to adopt installation, removal and maintenance practices that promote and protect healthy trees on private land.
No person shall prune, alter, remove or destroy, or cause the pruning, alteration, removal or destruction, of a tree, or undertake any action that will substantially impair the health or growth of a tree of any size or description, located in the public right-of-way or on City property unless authorized by the City Manager pursuant to state law and relevant City right-of-way agreements or easements.
A violation of § 147-5 shall constitute a municipal infraction, for which a fine of $200 may be imposed for each violation.
