[Adopted 10-3-2017 by Ord. No. 2017-06]
An employee shall be deemed to be a full-time employee when his or her regular office hours are the same or substantially similar to the hours posted for Borough Hall. Such employees shall be eligible for full benefits as outlined in the Borough Personnel Manual, or as outlined in their employment agreement and hiring resolution approved by the governing body, should such an agreement exist.
There shall be three classes of part-time employment with the Borough, as follows:
A.
Class 1: Permanent part-time management. A Class 1 part-time employee shall be classified as a permanent part-time management level position. Such an employee shall work hours as determined by the Borough Administrator or as outlined in the employee's hiring resolution. A Class 1 employee shall not be eligible to enroll in any type of health insurance through the Borough, but is eligible for a pro-rated share of sick, vacation and personal time as outlined in the Personnel Manual based on his or her regular number of hours worked. If a holiday shall fall on his or her regularly scheduled workday, he or she shall be entitled to pay for that day. Hiring an employee within this classification is determined on a case-by-case basis, at the sole discretion of the governing body based on the needs of the Borough, and is not considered automatic for any position within the Borough whether typically a management level position or not.
B.
Class 2: Permanent part-time nonmanagement. A Class 2 permanent part-time employee is a general administrative employee not considered to be management level. Such an employee shall not be eligible to enroll in any type of health insurance through the Borough, and is not eligible to receive any paid personal days, sick, vacation or holiday pay. All time off shall be nonpaid, and no holiday pay shall be earned. Should a holiday fall on his or her regularly scheduled workday, he or she may take that day off without pay, or with approval by the Borough Administrator may work another day to make up those hours.
C.
Class 3: Seasonal temporary part-time. A Class 3 employee shall be hired on a temporary basis for a specific period of time as outlined in his or her hiring resolution. There is no expectation of continued employment past the date specified in his or her hiring resolution. A Class 3 employee shall otherwise operate under the guidelines established above for a Class 2 part-time employee.
