A.
Adoption of street names and street map. The Mayor and
Council hereby adopt as the official name of each street in the borough those
names by which all such streets are now commonly known, as are set forth on
a map entitled, "Official House Numbering Map, Borough of Chester, Morris
County, New Jersey, dated February 1977" as prepared by Apgar Associates,
Consulting Engineers and Land Surveyors, Far Hills, New Jersey. The Mayor
and Council may adopt by resolution a street map showing the names of the
streets within the borough, and the Borough Clerk shall revise the map or
cause the same to be revised as amendments, changes or additions may be made,
from time to time, by resolution.
B.
Procedure for establishing names of new streets and changing
names. The name of any new street and the changing of the name of any existing
street shall also be established and amended by a written resolution duly
adopted by the Council and filed with the Clerk of the borough.
C.
Signs required to identify streets; locations; specification.
(1)
There shall be erected at the beginning and terminus
of each new street, and at the intersecting corner with another street, a
sign showing the name of the street. The Mayor and Council may, by resolution,
authorize the erection of street signs at locations as described herein from
time to time.
(2)
Such signs shall conform to the size and material established
from time to time by resolution; or if no resolution has been adopted establishing
specification, such signs may be as is in common usage.
(3)
At a four-corner intersection, there need be only two
name signs which shall be erected on diagonally opposing corners.
(4)
At a "T" intersection, only one such sign shall be erected.
(5)
In the event a street is a dead-end street, no sign need
be erected at its terminus or dead-end.
D.
Installation of signs, guideposts; size, material of
guideposts.
(1)
Where a new street is erected in a subdivision, the developer
of the subdivision shall be required, at his sole cost and expense, to install
street signs showing the names officially established by the Council in conformity
with the requirements of this section and such guideposts for the convenience
of travelers as may be required by the Planning Board or Council.
(2)
Guideposts shall be erected by the borough or the developer
of a subdivision at such points along the streets within the borough as may
be determined from time to time by resolution.
(3)
Guideposts shall be of the size and material as may be
established by resolution of the Council or as is in common usage.
A.
Official house numbering map adopted. There is hereby
adopted a house numbering map bearing the official name, "Official House Numbering
Map, Borough of Chester, Morris County, New Jersey, dated February 1977" as
prepared by Apgar Associates, Consulting Engineers and Land Surveyors, Far
Hills, New Jersey. The Clerk of the borough shall maintain at least three
filed copies of such map as provided herein.
B.
Compliance required.
(1)
The owner or occupant of each and every dwelling house,
store or other building which now fronts upon any of the streets or public
places within the borough and the builder or developer of any new structure
shall cause the same to be properly numbered and prominently displayed in
accordance with the directions and requirements of this section and as may
be determined by resolution of the Council and filed with the Clerk of the
borough.
(2)
The figures used for numbering shall be at least three
inches in height and placed conspicuously on the front of each dwelling house,
store or other building or structure.
C.
Procedure for Mayor and Council to assign numbers; determination
to be filed with Borough Clerk. In case of doubt or difficulty in the numbering
of any lot, dwelling house, store, building or structure in accordance with
the provisions of this section and as may be determined by resolution of the
Council, application may be made to the Mayor and Council who are hereby authorized
to settle and adjust the same by assigning to any lot, dwelling house, store
or other building or structure a number whereby the same shall be known, provided
that such determination shall be reduced to writing and duly filed with the
Clerk of the borough.
D.
Procedure for numbering, generally. The
numbering and renumbering of any lot, dwelling, store, building or structure
in the borough shall be accomplished by reference to the official house numbering
map or street map as referenced herein. The Clerk of the borough shall maintain
at least three filed copies of such map or maps for such reference.
