For purposes of this chapter, the term "child-care center" shall have the meaning set forth in Section 122-1.2 of Chapter 122, Manual of Requirements for Child-Care Centers, promulgated pursuant to the Child-Care Center Licensing Law, N.J.S.A. 30:5B-1 and following.
The Borough Board of Health shall inspect all child-care centers operating within the Borough of Chester, and the Board shall issue certifications and reports of inspections, all as required by applicable state laws, rules and regulations and any additional requirements of the Bureau of Licensing of the Division of Youth and Family Services, Department of Human Services of the State of New Jersey.
A. 
Each child-care center operating within the Borough of Chester shall pay to the Board of Health of the Borough of Chester an annual fee of $100, which fee shall cover inspections, reports of inspections and any certifications required to be issued by the Board as provided in § 239-2 of this chapter. Such annual fee shall be paid on or before January 15 of each calendar year; provided, however, that a child-care center which is in operation at the date upon which this chapter becomes effective or which commences operation after January 15 in any year shall pay a fee of $75 for the period between the effective date of this chapter and the next January 15 or for the period between the commencement of operation and the next January 15, as the case may be, regardless of the length of such period, such initial fee to be paid within 30 days after notice from the Board of Health.

B. 
No required certification regarding a child-care center shall be issued unless the fee due for the child-care center pursuant to this § 239-3 has been paid to the Board of Health.
No provision of this chapter shall affect the provisions of any other ordinance adopted by the Board of Health, and any fee required by this chapter shall be in addition to any other fee required by any other ordinance.
