A. 
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Includes any natural person, partnership, association, firm or corporation.
B. 
In this chapter, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
No person shall operate or conduct any carnival at any place within the Borough of Monaca without first having obtained a license therefor, as herein required, and except in strict conformity with all other terms and conditions of this chapter.

Application for the license hereby required shall be made to the Borough Manager who shall have the authority, before granting any such license, to cause an investigation to be made of the proposed carnival and to recommend to the Borough Council that such license be refused in the interest of the health, safety, welfare or morals of the Borough and the inhabitants thereof. If the Borough Manager or President of the Council shall recommend the issuance of such license or if the Borough Council shall direct the issuance thereof, the applicant shall pay to the Borough Manager or President of the Council, for the use of the Borough, a fee as set from time to time by resolution of the Borough Council,[1] which shall be for the use of the Borough, provided that the Borough Council may direct that the license fee be waived in the case of any carnival conducted or operated for the sole benefit of any charitable, community betterment, educational or religious organization or corporation.

It shall be unlawful for any person to conduct, hold or operate any carnival after the license therefor, issued hereunder, shall have expired, unless such person shall have applied for, shall have paid the applicable fee for and shall have been issued a permit for such extended period of operation.
The Mayor shall have the authority to revoke any license issued under this chapter when he shall deem such revocation to be in the interest of the health, safety, welfare or morals of the Borough and the inhabitants thereof. In case of revocation, no part of any license fee required hereunder shall be refunded, provided that appeals from any action of the Mayor in revoking a license may be made to the Borough Council within 10 days after such action of revocation.

Any person who shall violate any provision of this chapter shall, for each and every such violation, upon conviction thereof, be punishable as provided in Chapter 1, Article II, Code Enforcement.
