A. 
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Includes any natural person, partnership, association or corporation.
B. 
In this chapter, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
It shall be unlawful for any person to plant any Carolina poplar tree upon any property in the Borough of Monaca owned by him or to allow any such tree, heretofore or hereafter planted upon such property, to remain thereon.
It shall be the duty of every owner of property in the Borough of Monaca to keep the trees and shrubs growing upon his property at all times trimmed so that no part thereof shall extend over or onto any sidewalk at a height of less than eight feet or over or onto the roadway of any street, highway or alley at a height of less than 14 feet.
In any case where the owner of any property in the Borough, within 10 days after notice from the Borough Council so to do, shall fail, neglect or refuse to remove any tree or part thereof or to trim the overhanging branches or parts thereof in order to conform to the requirements of this chapter, the Borough Council shall have the authority, through its agents or employees or under contract with any person, to cause the work of removal or trimming to be done and to collect the cost of such work, with an additional amount of 10%, from such defaulting property owner by any means authorized by law, provided that such amounts may be collected in addition to the fine and costs imposed under § 216-5 of this chapter.

Any person who shall violate any provision of this chapter shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default of payment of such fine and costs, to imprisonment for not more than 30 days, provided that each day's continuance of a violation, after the expiration of the ten-day period referred to in § 216-4 of this chapter, shall constitute a separate violation, provided, further, that such fine and costs may be collected in addition to any cost of work and additional amount collected under § 216-4 of this chapter.
