The Municipality of Monroeville shall follow all rules and regulations
adopted by the Federal Communications Commission pursuant to 47 U.S.C.
§ 543(b) in all instances where the Municipality of Monroeville
regulates rates of any multichannel video distributor or cable system
pursuant to the Cable Television Consumer Protection and Competition
Act enacted by the United States Congress in October, 1992 (Pub. L.
No. 102 - 385, 106 Stat. 1460; October, 1992).

Immediately upon the filing by a cable system or multichannel
video distributor of FCC Form 393 covering either initial cable basic
tier and accompanying equipment rates, or any proposed increase therein,
a copy of the Form 393 shall immediately be placed on file for public
inspection at Monroeville Municipal Building, 2700 Monroeville Boulevard,
Monroeville, Pennsylvania 15146, and shall be available for review
during normal business hours. Notice that the Form 393 is available
for public inspection shall contemporaneously be published in a local
daily newspaper of general circulation.

Any person desiring to comment upon any of the rates proposed in
the Form 393 may do so by filing written comments with the Municipality
of Monroeville, 2700 Monroeville Boulevard, Monroeville, Pennsylvania
15146 (Attention: Municipal Manager), no later than 15 days following
the initial date upon which the Form 393 material was placed on public
notice. Written comments can be filed in any form convenient to the
person commenting.

If the Municipality of Monroeville tolls the effective date of any
initial or proposed cable rate for either 90 or 150 additional days,
then the time in which any person may comment upon the initial proposed
rate or the requested rate increase shall be extended an additional
30 days, so that all comments must be submitted in writing to the
Municipality no later than 45 days after the Form 393 has been placed
on public notice.
