The powers of the Municipality shall be construed liberally in favor of the Municipality, and the specific mention of particular powers in this Charter shall not be construed as limiting in any way the general power stated in this Charter.
The Municipality may exercise any power and perform any function of government not denied by the Constitution of the United States, by the Constitution of Pennsylvania, by this Charter or by the General Assembly, at any time.
A. 
The Municipality is hereby authorized and empowered to enter upon, appropriate, take, use, occupy, injure or destroy private lands, property or material, wherever situate, for any legal and valid municipal purpose. All such action shall be provided for by ordinance, and just compensation shall be made and secured as provided by applicable law.
B. 
The Municipality shall have no authority to grant to others, by franchise, contract, or otherwise, its power and right of eminent domain.
A. 
The Municipality may exercise any of its powers to perform any of its functions jointly or in cooperation, by contract or otherwise, with any other governmental agency.

The Mayor shall have the authority to negotiate intergovernmental cooperative agreements which shall be subject to the final ratification of Council. The Mayor shall give prior notification to Council of any intent to negotiate such agreements and shall provide Council with periodic reports of the negotiations. Council shall in no way be excluded from participation.
