Nothing in this Charter shall affect or impair any right or privilege possessed by or vested in any person who shall be an employee of the Municipality on the effective date of this Charter, and the adoption of this Charter shall in no way diminish or remove any of such rights and privileges.
All ordinances, resolutions and regulations of the Borough of Franklin [1] in effect on the effective date of this Charter, and not in conflict with any provision of this Charter, shall continue in force until amended or repealed by Council.

The Municipality shall continue to own, possess, exercise and control, as the case may be, all rights, property and franchises of every kind of nature which it does on the effective date of this Charter under the same conditions that apply at such time and shall continue to be subject to all debts, obligations and liabilities to which it is subjected on the effective date of this Charter, under the same conditions that apply at such time.
All departments, boards, commissions and offices of the Municipality in existence on the effective date of this Charter shall continue until Council provides otherwise unless contrary to this Charter.
Members of authorities, boards and commissions in office on the effective date of this Charter shall remain in office for as long as their respective terms of appointment shall continue, unless and until an authority, board or commission shall be abolished, combined with another agency, or reconstituted, in which case, the members thereof shall vacate their respective offices upon notice from Council to do so.
A. 
Councilmembers in office at the time this Charter is adopted shall remain in office for the full terms for which they were originally elected and shall perform the duties and exercise the powers set forth in this Charter.
B. 
Auditors shall remain in office for the full terms for which they were originally elected; however, their functions shall be performed by the Auditors appointed under this Charter. Should a vacancy in the office of elected auditor occur, the vacancy shall not be filled.
On the effective date of this Charter, Council shall appoint a temporary Municipal Secretary until the Chief Administrator is appointed.
