This Charter shall be submitted to a vote of
the electors of the Borough of Franklin at the primary election to
be held on April 27, 1976.
The Mayor, four Councilmembers, and the Tax
Collector shall be nominated and elected in 1977 in accordance with
the applicable laws adopted by the General Assembly for municipal
primaries and elections, and any administrative regulations promulgated
under such laws.
This Charter shall become effective and shall
be deemed operative on the first day of January 1978.
The first meeting of Council shall be held in
accordance with § C-37 of this Charter.
