[HISTORY: Adopted by the Board of Commissioners
of the Township of Nether Providence 6-14-1956 as Ord. No. 327. Amendments
noted where applicable.]
As used in this chapter, the following terms
shall have the meanings indicated:
Any structure used or intended to be used as a dwelling or
place of business or industry but shall not include any public building,
any structure built as a place of worship or any accessory building
located upon a lot where there is also a main building.
[Amended 12-10-1992 as Ord. No. 581]
The Township Engineer is hereby required to
prepare a numbering plan for the Township and to assign numbers, with
the approval of the Board of Commissioners, to all lots and buildings
located therein, such numbers to be assigned in accordance with the
system herein prescribed.
A.
Upon all streets extending east and west, the numbering
system shall commence at Providence Road with No. 1 and shall increase
eastwardly and westwardly from the intersection with Providence Road.
The allotment of numbers shall be made as nearly as practicable to
accord with the lot area or street frontage provisions of the Nether
Providence Township Zoning Ordinance, approved March 7, 1932, its
amendments and supplements.[1] On all such streets, the odd numbers shall be on the north
side and the even numbers on the south side thereof.
B.
Upon all streets extending north and south, the numbering
system shall commence at the Philadelphia, Baltimore and Washington
Division of the Pennsylvania Railroad, commencing with No. 1, and
shall increase northwardly and southwardly from the intersection of
such streets with said railroad. The allotment of numbers shall be
made as nearly as practicable to accord with the lot area or street
frontage provisions of the Nether Providence Township Zoning Ordinance,
approved March 7, 1932, its amendments and supplements.[2] On all such streets, the odd numbers shall be on the west
side and the even numbers on the east side thereof.
C.
Upon all streets not running in a generally north-south
or east-west direction or in any way not conforming to the general
pattern of street arrangement in the Township, numbers shall be allotted
by the Engineer as nearly as practicable to accord with the lot area
or street frontage provisions of the Nether Providence Township Zoning
Ordinance, approved March 7, 1932, its amendments and supplements,[3] and with numbers used on neighboring streets running in
approximately the same direction.
Numbers shall be assigned to all existing buildings
in the Township by the Township Engineer as soon as possible after
the adoption of this chapter; and the Township Secretary shall thereupon
send to the owner of every lot upon which a building is located a
written notice of the number assigned to such building, directing
that such number be affixed to such building or elsewhere upon the
property in the manner prescribed by this chapter, within 30 days
of such notice. Every property owner who shall disregard or fail to
comply with such notice within the time specified therein shall be
guilty of a violation of this chapter.
Numbers assigned to buildings in the Township
according to the provisions hereof shall be affixed to, painted upon
or carved upon such building or upon a permanent standard, base or
support between such building and the street upon which it fronts.
Each number shall be at least three inches in height, shall be of
such color and material and shall be so located as to be visible from
the street and shall be constantly maintained in complete and legible
form. The property owner shall from time to time reaffix or renew
all numbers that shall not continue to conform to the requirements
of this section; provided, however, that in the case of a building
occupied by other than the owner thereof, the occupant, rather than
the owner, shall be responsible for maintaining the number upon such
building as hereby required.
Whenever a building permit shall be sought for
the erection of any building in the Township, the applicant shall,
at the time of making such application, apply to the Township Engineer
for an assignment of an official number or numbers to the building
or buildings covered by such application. The number or numbers so
assigned by the Engineer shall be in conformity with the requirements
of this chapter for numbering existing buildings, shall be affixed
by the owner or builder thereof within 30 days after such assignment
and shall thereafter be maintained as herein required.
Any person, firm or corporation who or which shall violate any of the provisions of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Art. II, Violations and Penalties, § 1-17, Other violations. Each week's continuance of a violation of this chapter shall constitute a separate offense.
