The following terms shall have the following meanings for purposes of this chapter:
HOUSE NUMBER or ADDRESS DESIGNATION
The number assigned to primary structures within the Borough of New Wilmington at consecutive intervals along a street.
PRIMARY STRUCTURE
The principal structure located on each piece of property within the Borough of New Wilmington to which a house number or address designation has been assigned and shall include, but not be limited to, residential buildings, commercial buildings, industrial buildings, office buildings, public buildings, storage facilities, mobile homes and any other structure.
STREET
The public roadway toward which the front of each primary structure faces.
There is hereby adopted an official house number sign (hereinafter the "sign") for placement on all principal structures within the Borough of New Wilmington to display house numbers and/or address designations assigned thereto. The sign shall be a minimum of six inches by 12 inches in size, having a black background with reflective silver Arabic numerals no smaller than four inches in size. A facsimile of said sign is attached to this chapter and incorporated by reference.
On or before December 31, 2005, the owner and/or resident of each property within the limits of New Wilmington upon which a structure is erected to which a house number and/or address designation has been assigned shall display the house number or address designation by placing a sign on or near the primary structure located on said property in the following manner:
A. 
The sign shall be attached to the primary structure immediately to the left or right side of the door located on the side of the primary structure facing the street.
B. 
If a sign placed as provided in Subsection A above is not clearly visible from the street, the sign shall be placed on a post or other monument in the yard of the primary structure that is clearly visible from the street.
C. 
If the emergency vehicle access to the primary structure is by means of a side of the primary structure, other than that side upon which the sign is placed in compliance with Subsection A above, a second sign must be prominently placed on the emergency vehicle access side of the structure.
D. 
All signs placed in accordance with this chapter shall be maintained by the owner and/or resident of the property in a clean condition and the view of the same from the street shall remain unobstructed.
Signs shall be obtained by the residents and/or property owners from the Borough Secretary at a charge by the Borough of $8 per sign.
Upon request of any resident/owner, the Chief of Police of the Borough shall review any house number sign existing as of the effective date of this chapter to determine if the existing sign is in substantial conformity to the official house number sign and is placed as required by this chapter. In the event the existing sign is determined to substantially conform to the official house number sign, no new sign shall be required.
Any owner or resident of property within the Borough of New Wilmington who fails to display and maintain the sign as set forth herein shall be in violation of this chapter and, upon conviction thereof, shall be sentenced to pay a fine of up to $300, plus costs of prosecution.
