A commission to be known as the "Planning Commission of Ridley Park Borough" is hereby created and established.

Said Commission shall be composed of nine citizens of the Borough of Ridley Park, who shall be appointed by the Borough Council and shall serve without compensation. Commission members appointed prior to May 1, 1970, shall serve terms in accordance with their existing appointment under Ordinance No. 851.[1] Commission members appointed after May 1, 1970, shall serve for a term of four years or until their successors are appointed and qualified, except that the terms of members so appointed shall be so fixed at the time of appointment that no more than three members shall be reappointed or replaced during any future calendar year. Vacancies in the office of Planning Commissioner shall be filled by the Borough Council for the unexpired term.

The Planning Commission may make and alter rules and regulations for its own organization and procedure, consistent with the ordinances of the Borough and the laws of the commonwealth. It shall annually make a report to the Borough Council of its transactions, and it shall be the duty of the Planning Commission to make or cause to be made and to lay before the Council maps and plans of the Borough or any portion thereof, showing the streets, highways and other natural and artificial features and also any location recommended by it for any new public buildings, civic schemes, parks, playgrounds or any other public grounds or public improvements and any widening, extension or relocation of the same, and thereafter from time to time the Planning Commission may lay before the Council any modification, change or supplement to any prior plan or plans. The Planning Commission may also from time to time make recommendations to the Council with respect to any and all matters and things referred to in this section and in so doing shall have regard for the present conditions and future needs in growth of the Borough. Any maps or plans so submitted shall not be effective unless regularly approved and adopted by ordinance or resolution of the Council and, after such approval and adoption, shall be subject to revision and change from time to time as the Council may deem expedient.
The Borough Council may, at its discretion, from time to time submit to the Planning Commission any question or proposal relating to any of the matters or things referred to in the preceding section hereof or any other matter or thing relating to the growth or development of the Borough, including any plans for the development of any particular section of the Borough, and it shall be the duty of the Planning Commission, in due course, to make a report with respect to any such question of proposal with its recommendation thereon. The Planning Commission shall perform such duties as are prescribed from time to time by the laws of the Commonwealth of Pennsylvania.

Any Commission member may be removed for malfeasance, misfeasance or nonfeasance in office or for other just cause by a majority vote of the governing body which appointed the member, taken after the member has received 15 days' advance notice of the intent to take such a vote. A hearing shall be held in connection with the vote if the member shall request it in writing.
