A board to be known as the "Recreation Board of Ridley Park"
is hereby established, and any prior board is hereby abolished.

Said Recreation Board shall consist of nine persons, residents
of Ridley Park, who shall be appointed by the Council of the Borough
of Ridley Park. Four of the members may be members or appointees of
the School Board of the School District in which the Borough is located.
The Borough members of the Board shall serve no longer than five years,
and the terms of the members shall be staggered in such a manner that
at least one expires annually. At the expiration of the term of any
member of the Recreation Board, a successor shall be appointed by
the Council of the Borough of Ridley Park to serve for a period of
four years. Vacancies in the office of the members of the Recreation
Board occurring otherwise than by expiration of a term shall be filled
by the Council of the Borough for the unexpired term. The members
of the Recreation Board shall serve without compensation. The Council
of the Borough of Ridley Park has the right to terminate the appointment
of any member of the Recreation Board for any reason determined just
and necessary by Council.
Said Recreation Board shall have the authority to plan, develop
and implement appropriate recreational programs for the residents
of Ridley Park Borough and shall have custody and control of and authority
to equip, operate and supervise any lands that may be designated and
set apart for use as playgrounds by the Borough.
Said Recreation Board shall elect its own Chairman and Secretary
and select all other necessary officers, to serve for a period of
one year, and may, upon obtaining the approval of the Council of the
Borough of Ridley Park, employ such persons as may be needed for implementation
of recreational programs. The Recreation Board shall have the power
to adopt rules and regulations for the conduct of all business within
its jurisdiction. The Recreation Board, upon the vote of five members,
may request to the Council of the Borough of Ridley Park to declare
an unexpired term vacant if its appointee does not attend three consecutive
meetings.
An annual budget for the following year itemizing proposed receipts
from all sources and all proposed expenditures shall be submitted
by the Recreation Board to the Council of the Borough of Ridley Park
on or before December 1 of each year. An annual report of all Recreation
Board activities shall be submitted to the Council of the Borough
of Ridley Park on or before January 31 of each year. The Council shall
have the right to inspect the books, records and accounts of the Board
at any time.

Any Board member may be removed for malfeasance, misfeasance
or nonfeasance in office or for other just cause by a majority vote
of the governing body which appointed the member, taken after the
member has received 15 days' advance notice of the intent to
take such a vote. A hearing shall be held in connection with the vote
if the member shall request it in writing.
