This chapter shall hereafter be referred to as the "Snow Emergency
Ordinance."
It is hereby declared to be in the best interest of the public
safety to regulate and restrict the parking of vehicles on the streets
of the Borough during snow emergencies.
The following words or phrases, when use in this chapter, shall
have the meaning ascribed to them in this section, except where the
context clearly indicates a different meaning:
Any precipitation depositing any accumulation on the streets
of the Borough, including snow, sleet, hail, ice or freezing rain.
An emergency under which highway conditions are declared,
as herein described, to be hazardous and dangerous to vehicular and
pedestrian traffic.
All streets within the Borough so designated and marked as
hereinafter set forth.
All motor vehicles as defined by the Motor Vehicle Code of
the Commonwealth of Pennsylvania.
The Borough is hereby directed to erect official signs providing
"parking prohibited during snow emergency" along those Borough streets
so restricted and posted.[1]

A.
When, in the opinion of the Mayor, the actual or expected precipitation
of snow creates or is likely to create hazardous or dangerous highway
conditions for vehicular or pedestrian traffic, the Mayor is hereby
authorized to declare a snow emergency. The Mayor shall immediately
notify the Borough Manager/Secretary, the police of the Borough and
news media serving the Borough.
B.
The Mayor shall be deemed to have declared a snow emergency in the
event that the accumulation of snow exceeds two inches or more.
Such snow emergency shall continue in force and effect until
such time as the Mayor shall declare the emergency no longer exists
by notifying the Borough Manager/Secretary, the police of the Borough
and news media serving the Borough.
Two hours after a snow emergency has been declared and during
its existence, no vehicle shall be parked, stalled, incapable of moving
under its own power or left unattended upon any snow emergency route.
Any vehicle parked, stalled, incapable of moving under its own
power or left unattended upon any snow emergency route may be removed
or towed away, at the owner's expense, at a minimum charge of
$45 for towing, by persons authorized by the police to any location.
The registered owner of such vehicle shall be advised of the location
of the vehicle so moved.
Any persons violating any provisions of this chapter shall,
upon conviction thereof before a District Justice, be sentenced to
pay a fine of not more than $25 and costs of prosecution, and in default
of payment of said fine and costs of prosecution, undergo imprisonment
for not more that five days.
