A.
When, in the opinion of the Mayor, the actual or expected precipitation of snow creates or is likely to create hazardous or dangerous highway conditions for vehicular or pedestrian traffic, the Mayor is hereby authorized to declare a snow emergency. The Mayor shall immediately notify the Borough Manager/Secretary, the police of the Borough and news media serving the Borough.
B.
The Mayor shall be deemed to have declared a snow emergency in the event that the accumulation of snow exceeds two inches or more.
Such snow emergency shall continue in force and effect until such time as the Mayor shall declare the emergency no longer exists by notifying the Borough Manager/Secretary, the police of the Borough and news media serving the Borough.
Two hours after a snow emergency has been declared and during its existence, no vehicle shall be parked, stalled, incapable of moving under its own power or left unattended upon any snow emergency route.
Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any snow emergency route may be removed or towed away, at the owner's expense, at a minimum charge of $45 for towing, by persons authorized by the police to any location. The registered owner of such vehicle shall be advised of the location of the vehicle so moved.
Any persons violating any provisions of this chapter shall, upon conviction thereof before a District Justice, be sentenced to pay a fine of not more than $25 and costs of prosecution, and in default of payment of said fine and costs of prosecution, undergo imprisonment for not more that five days.
