The owner, occupant or tenant of every property fronting upon or alongside any of the streets in the Borough of Ridley Park is hereby required to remove or cause to be removed from all sidewalks in front or alongside such property any snow or ice fallen or formed thereon within 24 hours after the same shall have ceased to fall or to form. When ice cannot be removed without damaging the sidewalk, material to provide sufficient traction shall be applied. Whenever any person or persons shall be in actual possession of or have charge, care or control of any property within the Borough as executor, administrator, trustee, guardian or agent, such person shall be deemed and taken to be the owner of such property within the true intent and meaning of this Part 3 and shall be bound to comply with the provisions of this Part 3 to the same extent as the owner, and notice to any such person shall be deemed and taken to be a good and sufficient notice, as if such person or persons were actually the owner or owners of such property.
In any case where the owner, occupant or tenant as aforesaid shall fail, neglect or refuse to comply with any of the provisions of § 180-29 of this Part 3 within the time limit prescribed therein, the Borough authorities may proceed immediately to clear such snow and/or ice from the sidewalk of such delinquents and to collect the expenses thereof, with any additional amount allowed by law, from such owner, occupant or tenant, as the case may be, which may be in addition to any fine or penalty imposed under § 180-31 of this Part 3.

Any owner, occupant or tenant who shall fail to remove such snow or ice from any sidewalk as required by § 180-29 of this Part 3 shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default of payment of such fines and costs, to imprisonment in the county jail for not more than 30 days, provided that such fine and costs of prosecution may be in addition to any expenses and additional amounts authorized by law imposed as provided in § 180-30 of this Part 3.
