All that land lying within the block or square bounded on the north by Ridley Avenue, on the south by the Penn-Central Railroad, on the east by Ward Avenue and on the west by Swarthmore Avenue, in accordance with a plan or plot on file with the Borough Secretary as prepared by H. Gilroy Damon Associates, Inc., dated August 3, 1972, shall be known and designated as "Veterans' Memorial Shrine."
Said Veterans' Memorial Shrine is established and shall be maintained as a memorial in honor of residents of the Borough who have served in any war in which the United States has been engaged.
The Borough shall erect, care for, maintain and keep in good order and repair on said land appropriate monuments, guns, carriages, plaques or other similar suitable memorials to honor all those residents of the Borough who have served in any war in which the United States has been engaged.
Said land and the memorials erected thereon shall not be used for any business or private purpose but shall be used only for ceremonial purposes on Memorial Day, Veterans Day, Fourth of July or any similar day provided for by state or federal law and by organizations composed of veterans of any war in which the United States has been engaged or by the American Gold Star Mothers Organization and other similar civic and patriotic organizations. Said land and memorials shall be used only after a permit is issued by the Secretary of the Borough to hold such ceremonies in accordance with regulations adopted by the Council by resolution from time to time providing for the character, time and manner of use.

Any person violating this chapter or violating any regulation adopted pursuant to this chapter shall, on conviction thereof before a District Justice, be subject to a fine not in excess of $600 and, in default of payment thereof, shall be imprisoned for a period not exceeding 30 days.
