The purpose of this district is to provide sufficient space for automobile-oriented merchandising, including the provision of off-street parking spaces and safe circulation of pedestrian and motor traffic in the district and adjoining areas. Techniques including marginal access roads, joint access to thoroughfares, and flexible placement of structures to promote an orderly, safe environment shall be encouraged.
Land, buildings, or premises shall be used by right for only one or more of the following uses:
A. 
All uses permitted in the C-1 District.
B. 
All residential uses permitted in the R-3 District.
C. 
Hotels, motels, or inns and related facilities on a minimum lot size of two acres.
D. 
Convenience stores.
E. 
Fast-food or drive-in restaurants.
F. 
Gas or service stations.
G. 
Beverage distributors.
H. 
Car washes.
I. 
Remote parking, subject to § 213-85.
J. 
All uses permitted by right (§ 213-47) or by special exception (§ 213-49) may be arranged as a shopping center, subject to § 213-52.

The following uses are permitted by special exception only, subject to the applicable provisions of Articles XVII and XXIII:
A. 
All uses permitted by special exception in the C-1 District.
B. 
Residential conversions, subject to § 213-130.
C. 
Funeral homes, subject to § 213-133.
The following uses are permitted as accessory uses incidental to the uses permitted by right:
A. 
Accessory uses on the same lot with and customarily incidental to any of the above permitted uses.

All accessory uses permitted in the C-1 District.

Off-street parking should be located to the rear of properties. Where this is not possible, parking should be located to the side.
B. 
Parking should be located midblock; parking should not be located at corners.
C. 
Consolidation of parking lots to serve multiple properties is recommended to maximize the efficiency of commercial district parking.
D. 
Parking lots should be screened from the street and sidewalk with landscaping, architectural walls, or fencing in accordance with Article XIV.
E. 
All off-street parking and unloading shall be subject to the regulations of Article XIV.
