An application for a zoning permit for a new or enlarged building, structure or use shall include therewith a plot plan drawn to scale and fully dimensioned, showing off-street parking and loading facilities to be provided in compliance with the requirements of this chapter.
A.ย 
At the time of the erection of any main building or structure or when any such building or structure is enlarged or increased in capacity or when any private or public facility use permitted under this chapter is established, permanent off-street parking and loading spaces shall be provided as specified herein.
B.ย 
Required parking spaces shall be located on the same lot as the use for which it is provided. An adjacent lot that is guaranteed for the use of off-street parking during the life of the use for which the parking is provided may be permitted, provided that guaranties in legal form are acceptable to the Township Commissioners on the advice of the Township Solicitor.
C.ย 
Where more than one use occupies a given lot, building or structure, off-street parking equal to the sum of that required for each use shall be required.
D.ย 
No parking area, space or lot shall be located within a public right-of-way or within 20 feet of the road cartway.
E.ย 
Only parking facilities accessory to permitted agricultural or residential uses shall be located in any A-1, R-1, R-2 or R-3 District.

(1)ย 
Off-street parking facilities accessory to permitted uses in any agricultural or residential district in accordance with the requirements of this article shall be used solely for the parking of vehicles of the occupants of the land or structures to which such facilities are accessory or by guests, employees or clients of said occupants.
(2)ย 
No land shall be used for commercial or industrial truck or equipment loading, storage or parking activities in any A-1, R-1, R-2 or R-3 District, except for permitted farm-related activities in an A-1 District.

(3)ย 
Accessory off-street parking on a residential lot for one currently state licensed and inspected commercial vehicle having a capacity of one ton or less, used off-site by a resident for commercial purposes, may be permitted in A-1, R-1, R-2 and R-3 Districts when authorized by the Zoning Hearing Board, subject to the following performance standards and requirements:

(a)ย 
Said parking shall be utilized solely and exclusively for a vehicle operated on an ongoing basis by a current site resident. No disabled vehicle and no vehicle normally utilized and operated for business purposes less than bimonthly may be stored or parked under the terms of this chapter provision.
(b)ย 
No repair work, maintenance or similar service functions shall be conducted on the vehicle at the premises.
(c)ย 
No portion of the off-street parking site shall be within a street right-of-way.
(d)ย 
In addition to the foregoing requirements, such parking shall conform to any further requirements and conditions as may be prescribed by the Township Commissioners for the protection of residential properties adjacent to and in the vicinity of the proposed parking area.
F.ย 
Any off-street parking facility, other than for residential purposes, for more than five vehicles shall be graded for proper drainage and surfaced to provide a durable and dust-free surface.

For any use not specified above, the Township Commissioners, after recommendations by the Planning Agency, shall determine the parking requirements for the proposed use and the amount of parking thus determined shall be the off-street parking requirement.
In any district, in connection with a building or building group or part thereof that is to be occupied by commercial, public, industrial or other uses that rely on delivery or distribution of materials or merchandise, there shall be provided and maintained, on the same lot with such buildings, off-street loading berths in accordance with the following standards:

General standards.
(1)ย 
When determination of the required number of off-street spaces for parking or loading results in a fractional space, any fraction of 1/2 or more shall be interpreted as a whole space.
(2)ย 
In no case shall the public right-of-way be used for loading or unloading of material or for meeting a required parking facility.
(3)ย 
Loading and unloading facilities and parking lots shall be designed so that vehicles are not required to back onto the street right-of-way.
(4)ย 
Nonresidential parking areas, parking accessways, driveways and loading areas shall be sited at a minimum distance of 10 feet from all property lines and right-of-way lines. This area shall be maintained as a buffer area as defined by ยงย 195-75E. Where commercial or industrial land uses abut an A-1, R-1, R-2 or R-3 District, no such vehicular areas shall be closer than 25 feet to an adjacent residential parcel. This area shall be maintained as a buffer area as defined by ยงย 195-75E.

All lighting used to illuminate off-street loading and parking areas shall be designed and utilized in compliance with ยงย 195-81.2.

B.ย 
Off-street parking standards.
(1)ย 
A required off-street parking space for an individual auto shall be a minimum dimension of nine feet wide by 20 feet long. Maneuvering and cross aisles shall be 20 feet wide for ninety-degree parking. Aisle width for angle parking may be decreased in proportion to the parking angle, but no aisle may be less than 12 feet in width.
(2)ย 
Driveways may be included as meeting the requirement for parking spaces for single-family and two-family dwellings.
(3)ย 
Whenever possible, parking areas and lots shall be level, except for necessary drainage purposes. If parking spaces are provided in areas which exceed five-percent slope, all such spaces shall be parallel to the contour lines of the area.
(4)ย 
All off-street parking areas shall be graded for proper drainage and, except for single-family use, if for five vehicles or more shall be surfaced with a bituminous, asphaltic or concrete pavement so as to provide a durable and dustless surface and shall be so arranged and marked as to provide for orderly and safe parking in all seasons. Areas intended for fewer than five vehicles shall be covered with gravel, cinders or other appropriate material in commercial and industrial districts.
(5)ย 
Parking spaces for other than single-family use shall be clearly delineated by painted lines or markers for lots accommodating five or more spaces.
(6)ย 
Stalls shall be provide with bumper guards or wheel stops when necessary for safety or protection to adjacent structures or landscaped areas.
(7)ย 
Surface drainage shall be connected to the existing or proposed storm drainage system.
C.ย 
Off-street loading standards.
(1)ย 
Off-street loading and unloading space with driveway access from a street or highway, in conformance with Pennsylvania Department of Transportation Standard Driveways, shall be provided on each lot as required in ยงย 195-63.
(2)ย 
Each loading and unloading space:
(a)ย 
Shall be at least 14 feet wide, 60 feet long and shall have at least a fifteen-foot vertical clearance; and
(b)ย 
Shall have off-street maneuvering area sufficient for the intended use.
D.ย 
Parking lot landscaping. The use of plantings and landscaping within parking lots can reduce the velocity of stormwater runoff, purify runoff, promote energy conservation by reducing urban heat islands, delineate driving lanes, create stormwater infiltration landscaping and negate the potential for land use conflict.

(1)ย 
Screen planting for parking lots for more than five vehicles that abut a single-family dwelling or an A-1, R-1, R-2 or R-3 District shall be screened with Type I or Type II screening as defined by ยงย 195-75G of this section.
(2)ย 
Buffer area.
(a)ย 
Nonresidential parking areas, parking accessways, driveways and loading areas shall be sited at a minimum distance of 10 feet from all property lines and right-of-way lines. This area shall be maintained as a buffer area as defined by ยงย 195-75E.
(b)ย 
Where commercial or industrial land uses abut an A-1, R-1, R-2 or R-3 District, no such vehicular areas such as parking areas, parking accessways, driveways and/or loading areas shall be closer than 25 feet to an adjacent residential parcel. This area shall be maintained as a buffer area as defined by ยงย 195-75E.
(3)ย 
Interior planting islands.
(a)ย 
A planting island of at least 160 feet for every 15 parking stalls.
(b)ย 
Planting islands at least 10 lineal feet in width as a means to delineate pedestrian walkways or the edge of a parking area from a driveway.
(c)ย 
A planting island of at least 10 lineal feet in width that serves as a dividing line between double rows of angled or perpendicular parking stalls.
(4)ย 
Perimeter landscaping. To prevent two or more adjacent parking lots from becoming one large expanse of paving, a buffer area shall be provided at least 10 feet wide with one tree and three shrubs for each 35 feet of perimeter. This does not preclude driveway access between sites.
(5)ย 
All buffer areas and interior planting islands shall be maintained with at least one shade tree for each five parking spaces. The balance of the landscaped areas may be maintained in shrubs, annuals or grass. All trees shall be planted at least four feet from the edge of buffer or island to protect them from car bumpers. All shade trees shall be a minimum of six feet in height or two-inch caliper at planting. All plantings/vegetation shall be replaced within six months of death.
