The purpose of this provision is to enact a plan and system for the
numbering of houses and buildings to facilitate the recommendations of the
county's 911 implementation team. The standards are designed to facilitate
emergency response.
On and after the passage and approval of this Article III, it shall be the duty of each and every owner, trustee, agent and occupant of each and every building, including but not limited to residential, commercial and industrial buildings, to be numbered in accordance with this Article III and the system and plan as hereby adopted and approved.
A.
Location of numbers, entranceways. The designated street
address number shall be placed in a conspicuous place on or over each front
door, on the front transom bar or over or on either side of the entrance to
each residence and/or building. The number must be easily readable from the
street and shall not be obstructed by any item that tends to conceal the number
from sight.
B.
Location of numbers, mailboxes. The designated street
address numbers may also be placed on mailboxes. However, numbers may not
be placed solely on a mailbox if said mailbox is not directly in front of
the building. If the mailbox is not directly in front of the building, then
a person placing numbers on their mailbox must place them on both the mailbox
and the entranceway of the building. If a person chooses to place numbers
on its mailbox, these numbers must be placed on both sides of the mailbox
and must be visible from either direction of the street.
C.
Minimum size requirements for residential uses. The size
of numbers used to number residential buildings shall be no smaller then three
inches. These numbers may be larger in order to allow them to be clearly read
from the street.
D.
Minimum size requirements for all other uses. The size
of numbers used to number all other buildings shall be no smaller then six
inches. These numbers may be larger in order to allow them to be clearly read
from the street.
E.
Style of numbering. All numbers shall contrast with the
background upon which they are placed: light colored numbers shall be placed
on a dark background or dark colored numbers shall be placed on a light background.
The Township Engineer, in conjunction with the township's Police
Chief, is hereby authorized to periodically review the street numbering system
to determine its compliance with the 911 mandates. In the event that these
officials determine that a geographical area is not in name compliance, or
determine that any changes should be made to the system, they are authorized
to prepare a report presenting these findings to the Board of Commissioners.
Any person, firm or corporation who shall violate any provision of this Article III shall, upon conviction thereof, be sentenced to pay a fine not to exceed the sum of $600 or imprisonment for a term not to exceed 30 days. Each day that a violation continues after due notice has been served, in accordance with the terms and provisions hereof, shall be deemed a separate offense.
