A Straban Township Recreation Board is hereby established pursuant to
the authority granted to townships by the Pennsylvania Second Class Township
Code (53 P.S. § 67201, et seq.).
A.
There shall be five members of the Straban Township Recreation
Board appointed by the Board of Supervisors from time to time.
B.
The term of each member shall be for a period of five
years or until a successor is appointed. The foregoing notwithstanding, the
initial members shall be appointed for terms from one to five years so that
the terms are staggered and one member's term shall expire each year.
C.
The organization of the Board and the conduct of the
Board's business shall be governed by the Second Class Township Code.
Recreation Board members shall serve without compensation. Members may
be reimbursed for expenses incurred in performance of their duties.
The Straban Township Recreation Board shall be an advisory body to the
Board of Supervisors. The Board shall also have the authority to implement
programs and policies as approved by the Board of Supervisors. The Board shall
have the following powers and duties in the fulfillment of its advisory role:
A.
Identification of the open space, recreation, park and
trail needs of the Township;
B.
Planning and supervision of recreation programs approved
by the Board of Supervisors;
C.
Presentation of recommendations for plans, programs,
physical facilities and improvements, and policies pertaining to the provision
of recreation, park, and open space services;
D.
Provision of advice to the Board of Supervisors in the
acquisition and development of parks, recreation areas, trails, and open space;
E.
Provision of advice, upon request by the Board of Supervisors,
concerning the appropriateness of private covenants, restrictions and policies
that will affect privately held recreation areas proposed in subdivision and
land development plan submissions;
F.
Preparation and presentation of an annual report on the
Recreation Board's activities, the adequacy and effectiveness of the
existing park, recreation and open space facilities, and its projected budget
requirements; and
G.
Execution of those tasks and activities as directed by
the Board of Supervisors.
A.
Establishment of account. The Township Treasurer shall
establish a separate account for the deposit of any and all monies collected
by the Township as a fee in lieu of the reservation and dedication of lands
by developers, and monies collected by donation or other fund-raising activities
which are specifically designated for recreational, open space, trail and/or
park purposes. The account shall be an interest bearing account maintained
in a financial institution insured by the Federal Deposit Insurance Corporation
or similar federally sponsored agency.
B.
Record of account. The Treasurer shall maintain detailed
records of the source and amount of each deposit into the account and the
amount of interest earned upon the deposit while the monies are retained in
the account.
C.
Withdrawals from account. The procedure for withdrawals of monies
from the account shall be similar to those procedures utilized for all other
Township bank accounts. Unless otherwise directed by the Board of Supervisors,
the money first deposited into the account shall be the money first withdrawn
from the account for any park, open space, trail and/or recreation purposes.
