The Department of Finance shall be responsible for the administration of activities pertaining to the receipt, expenditure, accounting, investment, custody and control of municipal funds and assets, except to the extent that such activities are expressly charged by law, the Charter or ordinance to any other municipal unit.
The Department of Finance shall be headed by a Director who shall be responsible to the Township Manager for the performance of the function of the Department. The Director shall be hired by the Board in accordance with § 506 of the Charter.
The duties of the Finance Director shall be to:
A. 
Collect and receive all taxes, sewer rents and other moneys due or receivable by the Township or authorize other municipal or service units to do so under prescribed procedures. The Finance Director shall become the Tax Collector for the Township upon the death, resignation, removal from office or expiration of term of such elected Tax Collector as provided in § 1202 of the Charter.
B. 
Develop all tax rolls which are not prepared by other political subdivisions of the commonwealth.
C. 
Administer a system for the collection of municipal tax claims and liens in accordance with law.
D. 
Maintain a uniform accounting system in accordance with the state chart of accounts and generally accepted principles of governmental accounting, and in compliance with the intent of § 602 of the Charter. Such uniform accounting system shall facilitate the maintenance of records of all financial transactions of the Township, and the preparation of reports specified in § 606 of the Charter.
E. 
Prepare books and records in accordance with generally accepted principles of governmental accounting to facilitate auditing of fiscal transactions of all municipal units.
F. 
Disburse all payments for authorized expenditures upon any two signatures of the Township Manager, Finance Director or member of the Board, consistent with § 605 of the Charter.
G. 
Deposit moneys in depositories authorized by the Board, consistent with generally accepted governmental financial practices and § 603 of the Charter.
H. 
Provide for the prudent investment of moneys.
I. 
Assist the Township Manager in the preparation, maintenance and reporting of financial plans and budgets, consistent with Article VII of the Charter.
J. 
Administer the purchasing system and Township contracts, consistent with § 604 of the Charter, general law, and by resolutions from time to time adopted by the Board.
K. 
Advise the Township Manager and Board on Township fiscal matters.
