This ordinance also provided for the redesignation of former Art. II, Registration of Plumbers, as Art. I; consequently, former § 88-3 through § 88-13 were redesignated as § 88-1 through § 88-11, respectively.

Editor's Note: This ordinance also repealed former Ch. 88, Plumbing, adopted 7-16-1981 by Ord. No. 412. In addition, Section 3 of this ordinance provided as follows:
"Nothing in this ordinance or in the Plumbing Code herein adopted shall be construed to affect any suit or proceeding impending in any court or any rights acquitted or liability incurred or any cause or causes of action acquired or existing under any act or ordinance herein repealed as cited in Section 1 of this ordinance, nor shall any just or legal right or remedy of any character be lost, impaired or affected by this ordinance."
A. 
All master plumbers, duly registered and licensed in Whitemarsh Township at the time of the passage of this article, shall not be required to undergo an examination, and they shall be entitled to register for the current year and annually thereafter before the 31st day of January of each year.
B. 
Master plumbers who are not registered or licensed in Whitemarsh Township and who desire to engage in the business of plumbing and/or building drainage in the Township shall apply to the Plumbing Official for registration and shall be required to show satisfactory completion of an examination recognized by the Township.
C. 
All plumbers who are not registered or licensed as master plumbers in the Township and who desire to become a master plumber to engage in the business of plumbing and building drainage in Whitemarsh Township shall apply to the Plumbing Official for registration and shall be required to take an examination before receiving such registration.
D. 
An applicant for master plumber must have been a journeyman plumber for at least 12 months before taking the examination for master plumber for Whitemarsh Township.
A. 
All journeyman plumbers duly registered and licensed in Whitemarsh Township at the time of passing of this article shall not be required to undergo an examination to work in Whitemarsh Township, and they shall be entitled to register for the current year and annually thereafter before the 31st day of January of each year.
B. 
All plumbers who are not registered or licensed as journeyman plumbers in this Township and who desire to become journeyman plumbers in Whitemarsh Township shall apply to the Plumbing Official for registration, and they shall be required to take an examination before receiving such registration.
C. 
An applicant for journeyman plumber must have been a registered apprentice for at least four years before taking the examination for journeyman plumber for Whitemarsh Township.
All individuals working as apprentice plumbers for a master plumber who have their business or live in the Township shall apply to the Plumbing Official for registration.
Fees for any registration shall be contained in the schedule adopted by the Township Board of Supervisors which is herein incorporated by reference as fully as though set forth at length.[1]

A person may be registered as a master plumber for the care, alteration or addition of a drainage system of a designated manufacturing or mercantile establishment, institution, hotel, etc., where it is necessary to have continual service of a master plumber, but in no case shall such person be permitted to do any plumbing or drainage work in any building or buildings other than that for which he is registered.
The certificate of registry granted under this article may be suspended or revoked by the Plumbing Official when a master plumber, firm or corporation, or the registered representative thereof, shall violate any of these rules and regulations and shall refuse or neglect to make the necessary corrections to work not approved by the Plumbing Official within a reasonable time after written notification or who shall permit use of his, their or its name by a person or persons for the purpose of obtaining a permit or permits to do plumbing and drainage work or to do any work under his or their license.
It shall be unlawful for any person who does not have a master plumber's license issued by the Plumbing Official to engage in or to represent himself as engaged in the business of plumbing in this Township or to use the words "master plumber," "plumber" or "plumbing," in any form of advertisement or to display a sign containing these words or any of them in the Township.
All plumbers desiring to engage in the business or work of plumbing and building drainage in this Township shall apply in writing to the Plumbing Official for certificate or license. The Plumbing Official shall examine the application and determine if the applicant is qualified for certification or, if not, if he is required to take the certification examination. After proper examination, if said person or persons shall be found competent, the same shall be certified to the Plumbing Official of Whitemarsh Township, which shall therein issue a certificate or license to such persons for a period of one calendar year, or fraction or part thereof, entitling him or them to engage in or work at the business or work of plumbing and building drainage.
Examination/testing procedures shall be provided in accordance with arrangements established by the Board of Supervisors by resolution, as amended from time to time.
A register of all applicants and licenses or certificates issued will be kept in the office of the Plumbing Official, which register shall be open for inspection to all persons interested therein.
Any person or persons who shall violate any of the provisions of this article, upon conviction thereof, shall be liable to pay a fine or penalty not to exceed $1,000 for each and every offense. All fines and penalties imposed by this article are recoverable by summary proceedings before the District Justice in Whitemarsh Township, and all suits or actions at law instituted for the recovery thereof are to be in the name and for the use of Whitemarsh Township, against which the offenses are committed, and, upon recovery thereof, all such fines and penalties are to be paid into the treasury of the Township. In default of payment of any fine or penalty imposed by any District Justice under the provisions of this article, the person or persons so offending may be committed to the Montgomery County Prison for a period not exceeding 30 days.
