The position of Code Enforcement Officer of the Town of New Castle is hereby established to enforce the provisions of New Castle codes, rules, regulations, ordinances and local laws pertaining to zoning, building, plumbing, fire prevention, housing standards, littering, sanitation inspection activities, Article II and Article III of Chapter 111 of the New Castle Code relating to streets and sidewalks and §§ 73-5 through 73-8 and § 73-11 of Chapter 73 of the New Castle Code relating to garbage, rubbish and refuse, and such other areas as the Town Board may designate from time to time. The Code Enforcement Officer shall be appointed by the Town Board.
The position of Community Service Worker of the Town of New Castle is hereby established to enforce the provisions of New Castle codes, rules, regulations, ordinances and local laws at the discretion of the Chief of Police pertaining to littering, sanitation inspection activities, Article II and Article III of Chapter 111 of the New Castle Code relating to streets and sidewalks, Chapter 57 of the New Castle Code relating to dogs, all statutes, ordinances, rules and regulations relating to parking as contained in Chapter 123 of the Code of the Town of New Castle and the Vehicle and Traffic Law and as otherwise prescribed by law, and such other areas as the Town Board may designate from time to time. The Community Service Worker shall be appointed by the Town Board.
A. 
In addition to town police officers, the Building Inspector and the Assistant Building Inspector, the Code Enforcement Officer and the Community Service Worker are hereby designated as the persons authorized to issue and serve appearance tickets as provided by Article 150 of the Criminal Procedure Law.
B. 
The Dog Control Officer is hereby authorized to issue and serve appearance tickets, as provided by Article 150 of the Criminal Procedure Law, in connection with all statutes, ordinances, rules and regulations relating to parking as contained in Chapter 123 of the Code of the Town of New Castle and the Vehicle and Traffic Law and as otherwise prescribed by law.
C. 
The Dog Control Officer and the Community Service Worker are hereby authorized to issue and serve appearance tickets in connection with dog violations pursuant to the Town of New Castle Code, Chapter 57.
D. 
Any person who is appointed and/or employed by the Town or by the New Castle Recreation and Parks Commission, and who is designated by name in a resolution of the Town Board authorizing him or her to serve appearance tickets, shall be authorized to issue and serve appearance tickets as provided by Article 150 of the Criminal Procedure Law for any violation of the Town's park and recreation rules contained in Chapter A143 of the New Castle Town Code. Any such person so designated by the Town Board shall be required to wear a visible identification tag issued by the Recreation and Parks Commission clearly identifying the designee's name and the designee's authority to issue appearance tickets for a violation of the park and recreation rules.

The Code Enforcement Officer shall perform the following duties and functions:
A. 
Investigate complaints of violations pertaining to local codes, ordinances and laws.
B. 
Patrol streets for evidence of unauthorized activities, structures and land uses.
C. 
Maintain records of inspections and follow up on violations to assure correction by those responsible.
D. 
Explain the requirements of local codes, ordinances and laws to property owners, building operators, tenants, contractors and the general public.
E. 
Correspond and meet with property owners, tenants and members of the public regarding violations of the local codes, ordinances and laws and time allowed for correcting deficient conditions.
F. 
Inspect properties and streets for compliance with permits granted.
G. 
Make complaints to the courts against persons not complying with the local codes, ordinances and laws.
H. 
Such other duties and responsibilities as the Town Board may assign, from time to time.
The Community Service Worker shall perform the following duties and functions:
A. 
Investigate complaints of violations pertaining to local codes, ordinances and laws.
B. 
Patrol streets for evidence of unauthorized activities, structures and land uses.
C. 
Investigate and provide reports on code violations.
D. 
Direct and control pedestrian and vehicular traffic at assigned locations, including school crossing guard and parade detail assignments.
E. 
Operate an emergency communications switchboard, monitor fire or burglar alarm receiver units, and transmit information received to the appropriate authority.
F. 
Perform clerical duties.
G. 
Such other duties and responsibilities as the Town Board may assign, from time to time.
