Notwithstanding the provisions of Chapter 104 of the Laws of 1936 of the State of New York, as amended, appointment or promotion from an eligible list for all civil service employees within the Town of New Castle in the competitive class, including members of the New Castle Police Department and the Chief of Police, shall be made in accordance with the provisions of the New York State Civil Service Law.
