No unauthorized person shall uncover, make any
connections with or opening into, use, alter or disturb any public
sewer or appurtenance thereof without first obtaining a written permit
from the Superintendent. All work shall be done by a plumber licensed
by the County of Westchester.

A.
There
shall be two classes of building sewer permits: one for residential
and commercial service and one for service to establishments producing
industrial wastes. In either case, the owner or his or her agent shall
make application on a special form furnished by the Town. The permit
application shall be supplemented by any plans, specifications or
other information considered pertinent in the judgment of the Superintendent.
There shall be a permit and inspection fee for a residential or commercial
building sewer permit as set forth by resolution of the Town Board
in the Master Fee Schedule, which may be amended, and a fee for an
industrial building sewer permit as set forth by resolution of the
Town Board in the Master Fee Schedule, which may be amended, which
shall be paid at the time the application is filed. Said fee shall
be in addition to a deposit required by the Superintendent of Highways
for a street opening permit.
B.
No sanitary sewer service connection laying shall be started until a licensed plumber has filed a plumbing and drainage application, with drawings, and received a permit from the Town Engineer upon payment of a fee as set forth by resolution of the Town Board in the Master Fee Schedule, which may be amended. In addition to the permit fee, a fee shall be paid for each fixture in an amount as set forth by resolution of the Town Board in the Master Fee Schedule, which may be amended. Repairs and replacements of plumbing and drainage may be made without the filing of drawings in the office of the Town Engineer, but said exemption for filing of drawings for repairs and replacements shall not be construed to include any case where new or replacements of vertical and/or horizontal lines of soil, waste or vent pipes are proposed. Said repairs and replacements shall comply in all respects with the weight, quality, materials, arrangements, and venting as provided for in Chapter 48 of the Code of the Town of New Castle and the New York State Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code. The provisions of said Chapter 48 of the Code of the Town of New Castle and the New York State Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code shall apply to all extensions, alterations and other work to be done in connection with plumbing or house drains in old buildings, the same as in new buildings except repairs as set forth in Chapter 48 of the Code of the Town of New Castle. Each such permit when issued shall authorize the installation of plumbing or drainage and shall include such inspections as are required under Chapter 48 of the Code of the Town of New Castle.

All costs and expense incident to the installation and connection
of the building sewer shall be borne by the owner, including but not
limited to all costs reasonably incurred by the Town for reviewing
applications for sewer district extensions. The owner shall indemnify
the Town from any loss or damage that may directly or indirectly be
occasioned by the installation of the building sewer.
A separate and independent building sewer shall
be provided for every building, except that where one building stands
at the rear of another on an interior lot and no private sewer is
available or can be constructed to the rear building through an adjoining
alley, court, yard or driveway, the building sewer from the front
building may be extended to the rear building and the whole considered
as one building sewer.
Old building sewers may be used in connection
with new buildings only when they are found, on examination and test
by the Superintendent, to meet all requirements of this chapter.

The building sewer shall be constructed of one
of the following materials:
A.
Hub-and-spigot cast-iron soil pipe and fittings, extra-heavy
classification, CISPI Specification HS 67 or ASTM Specification A
74, such cast-iron pipe to have a laying length of no more than five
feet.
B.
Vitrified clay pipe and fittings, first-quality, extra-strength
hub-and-spigot type, meeting the requirements of ASTM Specifications
C 200, the latest revision, with factory-applied resinous Plastic
joints, wedge-lock, Type O ring joint, ASTM Specifications C-425,
ASTM Specifications D-543, laying length five feet.
C.
Asbestos cement pipe and fittings Type II, Type O
ring joints, ASTM Specifications C-644, four- and six-inch-diameter
pipe, laying length five feet maximum. Asbestos cement pipe and fittings
Type II, Type O ring joint, ASTM Specifications C-428, eight-inch
and larger diameter pipe Class 2400 to depth of 12 feet, Class 3300
for deeper depths, laying lengths as approved by the Superintendent.
The size and slope of the building sewer shall
be subject to the approval of the Superintendent, but in no event
shall the diameter be less than four inches. The slope of such four-inch
pipe shall be not less than 1/4 inch per foot.
Whenever possible the building sewer shall be
brought to the building at an elevation below the basement floor.
No building sewer shall be laid parallel to or within three feet of
any bearing wall which might thereby be weakened. The depth shall
be sufficient to afford protection from frost. The building sewer
shall be laid at uniform grade and in straight alignment insofar as
possible. Changes in direction shall be made only with properly curved
pipe and fittings.
In all buildings in which any building drain
is too low to permit gravity flow to the public sewer, sanitary sewage
carried by such drain shall be lifted by approved artificial means
and discharged to the building sewer.
All excavations required for the installation
of a building sewer shall be open trenchwork unless otherwise approved
by the Superintendent. Pipelaying and backfill shall be performed
in accordance with ASTM Specification C12-19, except that no backfill
shall be placed until the work has been inspected.
A.
All joints and connections shall be made gastight
and watertight.
B.
Cast-iron pipe joints shall be firmly packed with
oakum or hemp and filled with molten lead, Federal Specification QQ-L-156,
not less than one inch deep. Lead shall be run in one pouring and
caulked tight. No paint, varnish or other coatings shall be permitted
on the jointing material until after the joint has been tested and
approved.
C.
Other jointing materials and methods may be used only
by approval of the Superintendent.
A.
The connection of the building sewer into the public
sewer shall be made at the branch connection if such branch connection
is available at a suitable location. If no properly located branch
connection is available, the owner shall, at his own expense, cut
a hole in the public sewer at a forty-five-degree angle to the horizontal
center line and install a cast-iron M.D. fitting and proper cast-iron
forty-five-degree bend leaded into the M.D. fitting. The M.D. fitting
and first joint shall then be encased in concrete to ensure against
breakage and leakage. The invert of the building sewer at the point
of connection shall always be above the horizontal center line of
the street sewer.

B.
For the connection of an asbestos cement building
sewer to a public sewer of like material, an asbestos cement adapter
coupling caulked with approved sealing materials shall be used.

The applicant for the building sewer permit
shall notify the Superintendent when the building sewer is ready for
inspection and connection to the public sewer. The connection shall
be made only by a plumber licensed by the County of Westchester, under
the supervision of the Superintendent or his or her representative.
All excavations for building sewer installations
shall be adequately guarded with barricades and lights so as to protect
the public from hazard. Streets, sidewalks, parkways and other public
property disturbed in the course of the work shall be restored in
a manner satisfactory to the Town or other public authority.
