No street or highway, other than state and county highways and existing private access roads not shown upon a plat approved by the Planning Board, shall hereafter be built, rebuilt or improved by other than town forces, nor shall an offer of dedication thereof as a public street or highway be accepted, unless and until plans therefor shall have been approved by town authority.
Modifications and corrections of such plans to meet field conditions, not in conflict with the requirements of these specifications or any additional requirements made by town authority at the time of approval of such plans, may be proposed by the owner or developer as the work progresses. Such modifications and corrections, so limited and not appreciably affecting the cost of the work, may also be ordered by the Engineer when, in his opinion, they are necessary to reflect more accurately the intent and purpose of these specifications and of the additional requirement made by town authority at the time of approval of such plans and to meet unexpected field conditions encountered. In either case the owner or developer shall, at his own expense, cause revised plans to be prepared to show such modifications and corrections which, when approved in writing by the Engineer, shall constitute a revision of and have the same force and effect as if shown on the original plans.
Such plans shall be of such character and in such detail as will assure that the work to be performed in compliance with them shall be equal to the requirements of these specifications, to the land subdivision regulations and to any additional requirements made by town authority at the time of approval of such plans. Such plans shall show in detail all matter in which variation occurs or is contemplated by these specifications, such as location, grade, profiles, the size, nature and location of drainage structures, etc., together with such topographic and other pertinent information as may be necessary to determine the sufficiency and adequacy of such details.

Such plans and revisions thereof shall be on the same size sheets as required for plats under Chapter 113, Subdivision of Land, and each sheet shall consist of one Mylar reproducible and six blueprints on paper.
All such streets and highways shall conform to the plans hereinabove described and to the requirements of these specifications and to any additional requirements made by town authority at the time of approval of such plans.
These specifications may from time to time be illustrated by drawings showing minimum construction standards conforming to these specifications and, when approved by the Town Board, shall form part of these specifications.
