At least three days before commencing the building or rebuilding or improvement of each street or highway pursuant to these specifications, notice of such commencement shall be given, in writing, to the Engineer. Thereafter, no drainage structures shall be covered before their inspection and approval by the Engineer. Prior to the placing of any road subbase, a profile of the graded road to be paved shall be provided to the Engineer so that he may review its conformance with the approved construction plans. No paving base shall be applied until the subgrade shall have been inspected and approved by the Engineer immediately prior to the time of applying such paving or paving base. The construction of the roadway pavement shall not be commenced within less than 24 hours after specific notice thereof has been given to the Engineer.
The owner or developer shall, in the course of construction of streets or highways, give to the Engineer the opportunity for such additional inspections as he may deem advisable.
All roads, pavements and appurtenances shall be constructed under the supervision of a firm or individual experienced and competent in this type of work.

All work pertaining to road construction, including but not limited to drainage, shall conform to town requirements and to sound engineering practices.

Upon completion of the entire work, including cleaning up, a final inspection shall be made at which shall be present representatives of the developer, of the contractor and of the town. If necessary, the developer shall make any adjustments or repairs to bring the work to a satisfactory condition.
