Every driver of a vehicle approaching a yield sign at the intersection of a main artery of travel designated in § 123-12 of this article shall slow down to a reasonable speed for existing conditions or shall come to a full stop, if necessary, as provided in § 1172, Subdivision (b), of the Vehicle and Traffic Law of the State of New York, and shall yield the right-of-way to pedestrians and other vehicles, as provided in § 1142, Subdivision (b), of the Vehicle and Traffic Law of the State of New York, unless otherwise directed by a peace officer.

A.
Any person violating any provision of this article
relating to full-stop signs and yield signs shall be guilty of a traffic
infraction and shall, for a first conviction thereof, be punished
by a fine of not more than $50 or by imprisonment for not more than
10 days, or by both such fine and imprisonment; for a second such
conviction within 18 months thereafter, such person shall be punished
by a fine of not more than $50 or by imprisonment for not more than
30 days, or by both such fine and imprisonment; upon a third or subsequent
conviction within 18 months after the first conviction, such person
shall be punished by a fine of not more than $100 or by imprisonment
for not more than 60 days, or by both such fine and imprisonment.
B.
Any person charged with a violation of any provisions
of this article shall be punished by a fine in twice the amount designated
for the violation on the summons if he both:
(1)
Fails to appear before the Town Court, Town of New
Castle, on the date and time designated on the violation summons;
and
(2)
Fails to waive said appearance and plead guilty by
mail as directed in the violation summons and the failure to appear
or waive appearance has not been excused by the Town Court.
