All applications for taps and connections with the mains or water pipes of the district or any privately owned pipe supplied by the district must be made to the Water Department by the owner or by an agent filing written authority from the owner. Said owner must pay in advance the charges made for tapping and for running the service line to the property line for services up to two inches. For services over two inches, the property owner must hire a licensed contractor, reasonably acceptable to the Town, to install the service under the supervision of the Water Department. The property owner shall reimburse the Town for the reasonable costs of such supervision.

Tapping and making connections to mains or water pipes of the district or privately owned mains supplied by the district with water must in all cases be done by employees of the Water Department for connections up to two inches.

If connections are made on any private line between the water main and the meter by other than Water Department employees without the permission of the Water Department, it shall be considered sufficient cause for shutting off the water without notice.

A separate tap and service shall be installed for each building located on the street in which there is a district water main, and such building's water consumption shall be measured by a water meter or meters. In any building that contains multiple dwelling units, separate water meters also shall be installed to measure or measure and charge for water consumption in the separate dwelling units, but at all times a separate water meter shall be installed to measure or measure and charge for the building's common area water consumption.

Charges for tapping and for installing service lines shall be in an amount as set forth by resolution of the Town Board in the Master Fee Schedule, which may be amended. The charges shall include furnishing and inserting the tap and running the service from the main to the property line in a trench to be excavated by the owner. All service line installations shall be installed according to the Water Department's rules for service line installations.

In cases where meter pits are required, the owner will construct, maintain and be liable for said meter pit and meter. Where meter pits are required, specifications are on file at the Water Department office.

After the owner has paid the necessary charges, he shall have the trench for service pipe excavated. All trenches for service pipes shall be at least four feet in depth and at right angles to the curbline, in front of the lot to be served, unless special permission is granted by the Water Department for a variation. When the trench is ready, the Water Department on proper notice will proceed to make the tap, insert the corporation cock and make the necessary connections between the corporation cock and the curb stop. Service line from the curb stop to the dwelling shall be installed by the contractor. After the service line has been installed, the trench shall be promptly backfilled and the street surface restored by the owner. All service pipes shall be maintained in good condition by the property owner. Should a leak develop, it shall be repaired immediately. Failure by the owner to repair such leak shall authorize the Water Department at its option either to shut off the service at the curb box and keep it off until repairs are made or to enter upon the property and make the necessary repairs, charging the cost of the same to the owner. Whenever any service is cut off, charges will be made for turning off the service and for restoring the same, in accordance with the Charge Schedule adopted by the Board as amended from time to time.
Attention of owners is called to the fact that, whenever street openings are to be made in connection with service pipes, they must obtain the necessary permits for such openings from the proper officials at their own expense.[1]

The minimum size and the type of material of service lines will be designated by the Water Department in accordance with information to be furnished by the consumer as to their probable requirements. The Department reserves the right in all cases to determine the size, type, and location of service to be rendered, and the metering to be used.

Cross-connections to any public potable water supply are prohibited unless the connection is approved by the Commissioner of Public Works or his/her designee and is of such design as to ensure against backflow or siphonage or any contaminants. This prohibition applies to private wells, swimming pools, lawn sprinkling devices and all other high-hazard installations. All connections and backflow preventive devices must be of the type approved by the New York State Department of Health.
