This part shall not be deemed to supersede the administrative "Rules and Regulations Governing the Installation and Operation of Service Lines and the Supply of Water" heretofore adopted for Water District No. 1 and of which copies are on file in the office of the Clerk of the Town of New Castle. Said administrative rules are hereby declared to extend to all water districts in said Town.[1]

As used in this part, the following terms shall have the meanings indicated:
WATER DEPARTMENT
The individuals appointed by the Board to supervise the operation of the water system supplying the water districts in the town.
WATER DISTRICT
Includes the several water districts in the Town.
This part may be referred to as the "Water Ordinance of the Town of New Castle."
No private person or corporation shall be permitted to use the water of any district for any purpose whatever, directly or indirectly, nor to connect with the mains or with any private line between the water main and the meter, without first making application therefor and signing a contract for its use.

A. 
No private person or corporation shall be permitted to take water from the fire hydrants to sprinkle any street or portions of the street or for any other purpose without having first obtained a permit from the Water Department.
B. 
No plants, decorative displays, ornaments or any obstructions in excess of six inches in height shall be placed or maintained within six feet of a fire hydrant.
Except in the case of building construction, no private person or corporation shall be permitted to use the water of any district except through a metered service, provided that any person or corporation now served on a flat rate shall convert to metered service not later than January 1, 1951. All meters shall be purchased from the appropriate district upon such terms as the Town Board shall specify and shall be installed by the Water Department.
No private person or corporation shall interfere with or remove any water meter, coupling or shutoff from any service pipe after it has once been installed.
No private person or corporation shall turn on or turn off the water service.
No person or corporation connected with district lines shall maintain plumbing fixtures not in good repair or knowingly permit waste of water.

A. 
Unpaid water charges in arrears for 30 days or longer shall be subject to a penalty of 10% of the amount due. Penalties imposed for late payments of water bills may be waived only if the late payment or the imposition of the penalty was due to an error made by the Town or as provided for in § 131-59B. Any request for such a waiver must be made in writing and addressed to the Town Comptroller. The Town Comptroller may waive any such penalty upon a recommendation to do so from the Commissioner of Public Works and the Town Administrator, and the Town Board may review and overrule or modify any decision by the Town Comptroller.
B. 
The Town Comptroller shall have the authority to bill at regular water rates for consumption rather than the higher volume rate only when the account holder's consumption exceeds the account holder's average quarterly consumption by 10 times over the prior four quarters. Any request for such a reduced charge must be made in writing and addressed to the Town Comptroller.
The water supply of any person or corporation may be cut off by the Water Department unless all water charges shall be paid within 60 days from the date due.

A violation of the provisions of §§ 131-51 to 131-57, inclusive, of this Part shall be punishable by a fine not to exceed that set forth in the Charge Schedule adopted by the Town Board of the Town of New Castle as amended from time to time for each offense or by imprisonment not to exceed 10 days, or by both such fine and imprisonment. In addition thereto, the supply of water may be cut off by the Water Department.
