The Board of Trustees hereby finds that the best interest of the village requires that there be effective regulation over the posting and distribution of handbills, notices, placards and similar items. Such control is necessary in order to protect the aesthetic environment of the village and to prevent the unnecessary accumulation of such materials on the streets and other places in the village.
A. 
No person, corporation or association shall post or hang or cause to be posted or hung any handbill, notice or placard upon any post, telegraph or electrical or telephone pole, tree, fence, bridge or wall or a building or other object or deposit the same in or on any motorcar or other vehicle or in any street, parking lot or public place in the Village of Great Neck Plaza without first obtaining a written permit from the Village Clerk. Prior to issuance of such a permit, authorization shall be obtained from the Board of Trustees.[1]

B. 
The provisions of Subsection A of this section shall not be applicable to legal notices.
Any person who violates the provisions of this chapter shall be liable to pay a penalty not to exceed $250 or a period of imprisonment not exceeding 15 days, or both such fine and imprisonment, for each such violation.
