A. 
No person shall deposit or place or allow to be deposited or placed or allow to accumulate upon any of the streets or sidewalks, public places or other thoroughfares set aside for pedestrians nor in front of or abutting upon their premises any goods, wares, merchandise, boxes, barrels, timber, lumber, coal, wood, dirt, ashes, stones or other materials, substances or rubbish whatever, without permission of the Superintendent of Public Works.

B. 
Any violation of this chapter or any part thereof shall constitute disorderly conduct, and any person violating the same shall be and is hereby declared to be a disorderly person and shall be liable to a penalty of up to $250, but not less than $50, for each and every such offense.

C. 
In addition to any penalty provided by this chapter, any person violating the provisions of this section shall immediately clean or remove or cause to be cleaned or removed such litter at the person's own expense. If said person does not so clean or remove such litter, then the Village will so clean or remove said litter at the person's expense.

D. 
As used herein, the word "person" includes corporations, members of partnerships, managing agents or managers of either and all natural persons, whether or not acting as employees.
A. 
No person shall place, throw or in any manner deposit litter, such as, but not limited to, glass, garbage, paper, wrappers, cans, wood, dog excrement on sidewalks, oil, grease, noxious liquids, filth or other rubbish in or on any sewer or drain, street or sidewalk or in any private or public place that will interfere with public travel or cleanliness of sidewalks and streets, except where such substances shall be kept in watertight covered containers or receptacles placed in a manner prescribed by the Superintendent of Public Works.
B. 
Any violation of this chapter or any part thereof shall constitute disorderly conduct, and any person violating the same shall be and is hereby declared to be a disorderly person and shall be liable to a penalty of not less than $25 nor more than $50 for each and every such offense.
C. 
In addition to any penalty provided by this chapter, any person violating the provisions of this section shall immediately clean or remove or cause to be cleaned or removed such litter.
D.
