A.
Whenever it shall be determined by the Board of Trustees
of the Village of Irvington, by resolution duly adopted by said Board
of Trustees, that a state of emergency exists by reason of drought,
or damage to the public water supply system of said Village, or that
there is an insufficient supply of water, or that the supply of water
is endangered by excessive use or for any other cause, it shall be
unlawful to use water from the mains of the Village of Irvington water
supply system for any of the following uses:
(1)
Cleaning or washing the outside of buildings.
(2)
Washing automobiles in any form except the washing
of windshields and glass necessary for proper operation.
(3)
Operation of swimming pools unless designed and used
exclusively for medical treatment.
(4)
Bleeding of water pipes to prevent freezing.
(5)
Constant flow from showers or similar apparatus.
(6)
Automatic plumbing flush fixtures using constant or
fixed periodic flow.
(7)
Skating rinks, unless all water can be reused, with
a tolerance of not more than 5% for makeup purposes.
(8)
Watering or sprinkling lawns, gardens, golf courses,
sidewalks or other surfaces.
(9)
Testing receptacles and tanks of all kinds to determine
watertightness.
B.
Such resolution declaring a period of a state of emergency
shall be deemed in full force and effect until the same shall have
been rescinded by a resolution of rescission duly adopted by said
Board of Trustees.
No new installation of refrigerating or air-conditioning
apparatus requiring the use of water from the water supply system
of the Village of Irvington will be permitted unless the plans therefor
have been approved by the Municipal Board of the Village and no existing
refrigerating or air-conditioning apparatus requiring the use of water
will be permitted unless the same is equipped with a water-conserving
device which device shall not consume for makeup purposes in excess
of 5% of consumption that would normally be used without such device.
Any person violating any provision of this article
shall be guilty of a misdemeanor and shall be punished by a fine of
not less than $5 and not more than $100 for each such violation or
by imprisonment for not more than 30 days, or both such fine and imprisonment,
in the discretion of the court.
