The following regulations are made part of any contract with each and every party taking or using water from the Village mater mains. The Board of Trustees reserves the right to change these regulations from time to time.

No person shall take water from a Village water main without first making application for such service by signing a contract on the form provided by the Village. Such a contract shall be signed by the owner of the property or his or her authorized representative, and shall be accompanied by payment of a tapping charge in accordance with schedules which may be established from time to time and which shall be part of these regulations. The owner shall at the same time make payment at prevailing costs for a corporation cock, curb cock, curb box, split sleeve valve (if necessary) and other units which may be required and which shall be supplied by the Village.
No water shall be taken for any purpose from a Village water main except through metered service. A service line shall service only one premises and shall have only one meter.

Tapping of a Village water main for the insertion of a corporation cock shall be done by employees of the Village and shall not be less than one inch in size. Connections to a Village water main larger than two inches shall be accomplished by the use of a split sleeve and valve.

Only plumbers duly licensed in the County of Westchester shall supply labor or material in connection with the installation of a service line.

A service line from a Village water main to a water meter shall be Type K copper tubing and shall not be less than 3/4 inch in diameter, except that on a three-fourths-inch service line, the corporation cock shall be one inch. A service line larger than two inches shall be Class 54 ductile iron pipe.

A service line shall have an approved shutoff valve at the curb; and an approved pressure-reducing valve and strainer shall be installed on the street side of the water meter unless otherwise authorized by the Village.

On a service line of two inches and under, an approved bronze gate valve or ball valve of equal size to the service line shall be installed on each side of the water meter.

On a service line larger than two inches, an approved bronze fitted gate valve shall be installed on the street side of the water meter; an approved bronze check valve shall be installed on the premises side of the water meter; and a test bypass shall be installed around the water meter. The test bypass shall not be less than 3/4 inch in size and shall be of brass pipe and fittings and shall include a test water meter of equal size and an approved gate valve on each side of the test water meter.

All labor, material and equipment to install and maintain a service line from a Village water main to the point of use shall be the responsibility of the owner.

All ditching or excavating for a service line shall be to a depth of four feet, and no backfilling or covering of a service line shall be done until the completed service line has been approved by the Village.
A service line shall be laid for a minimum of two feet at a right angle to the Village water main.

Leaks that may develop in a service line shall be repaired promptly by the owner. If not repaired within two days after notification by the Village, the Village shall be authorized to shut off the service line in compliance with Article VI of this chapter until such repairs are made.
No connection shall be made in a service line between the water meter and the Village water main.

Water meters shall be set in a horizontal position and shall be located within three feet from the point where the service line enters the premises and shall be accessible at all times. If a new service line will extend more than 75 feet from a Village water main to the premises to be served, the water meter shall be installed in a meter pit adjacent to the property line. Meter pits shall be constructed in accordance with the requirements of the Village as may be required in varying circumstances.

Authorized employees of the Village may enter a premises served only between the hours of 8:00 a.m. and 4:00 p.m. to examine the service line and to read the meter.

A. 
The water meter for a service line shall have remote reading capability and shall be supplied by the owner. The cost of installation shall be borne by the owner.
B. 
The type of meter that must be installed is a Neptune T-10 with an 1-900 register.
C. 
If the property owner fails to install the meter specified in the previous subsection within 60 days after enactment of this section, the Village will manually read the existing meter, for a period not to exceed 180 days, and will charge the owner the cost of manually reading the meter and add that charge to the property's water bill. If that charge is not paid within 30 days after the date due on the bill, any outstanding balance will be added to the property's next tax bill.
D. 
If the meter specified above is not installed within 180 days after enactment of this section, the Village may cut off water service, in compliance with Article VI of this chapter.

The installation of a water meter and meter seals shall not be changed without first obtaining permission from the Village.

After notifying the Village, the owner may have his or her water meter removed by a licensed plumber for testing by the Village or independently tested. In the event of independent testing, the owner must provide a copy of the certified results of the testing to the Village within 30 days after receiving the results.

The Village will notify the property owner of a premises if a water meter is not registering correctly, and it shall be the responsibility of the owner to immediately remove the water meter and have the necessary repairs made. If a water meter is beyond repair, a new water meter shall immediately be ordered and installed by the owner.

The Village may cut off water service, in compliance with Article VI of this chapter, when repairing or replacement of a faulty meter is not made by the owner within 30 days after notification by the Village.

If water rentals are in arrears for 60 days, the Village may shut off water service, in compliance with Article VI of this chapter. Water service shall not be restored until water rentals in arrears have been paid, including interest, penalties, and other charges.

Charges as set from time to time by the Board of Trustees shall be made for cutting off water service, and for turning on water service.

The Village shall not be liable for damage on any premises which may result from variations in water pressure in the Village water mains and from cutting off or restoring water service whether or not previous notice has been given.

A service line considered to be abandoned by the Village will be shut off at the Village water main after notice to the owner of the premises, and all expenses incurred shall be paid by the owner.

The Village shall be notified by an owner before all tests by fire underwriters. In order to measure the water used, all such tests shall be made only in the presence of the Superintendent of the Water Department of the Village.

For the purpose of supervision of these regulations, the Superintendent of the Water Department of the Village shall have jurisdiction.

The rates for tapping of the Village water mains shall be as set from time to time by the Board of Trustees and shall be made part of the rules and regulations for water service in accordance with § 217-5 of this chapter.

A. 
The Board of Trustees shall from time to time set the fees to be charged by the Water Department of the Village for unmetered private fire hydrants and unmetered fire sprinkler systems connected to the Village water mains.

B. 
Every unmetered fire sprinkler line shall be equipped with an automatic audible device which will sound an alarm when any flow of water occurs in the said unmetered fire sprinkler line.
C. 
No person other than one properly authorized to do so shall take water from any private fire hydrant (except for use in the extinguishment of a fire) without first obtaining a written permit from the Village of Irvington Water Department. A deposit as set from time to time by the Board of Trustees will be required before such permit will be issued. In addition to the deposit, payment in advance will be required for the estimated quantity of water to be drawn from the hydrant. The deposit will be returned to the applicant after completion of his or her work. Permits may be revoked at any time at the discretion of the Village of Irvington Water Department.

D. 
Any person opening or operating a private hydrant without proper authorization shall be subject to a fine of $750.

All water meters presently installed or hereafter installed in accordance with the within regulations shall be sealed by the Village of Irvington Water Department to prevent tampering with the water meter and to prevent the use of unmetered water. Any person breaking the seal of a water meter shall be subject to a fine of $500.
