A registry of the ownership of all real estate in the Township of Springfield, County of Montgomery, Pennsylvania, is hereby established.
A. 
The Township Engineer shall cause to be made all necessary books, maps and plans as will show:
(1) 
The situation and dimensions of each property in the Township.
(2) 
The house number, if any.
(3) 
The name of the owner or owners thereof, with blank spaces to insert the name of the owner of each lot and with provision for the names of future owners and dates of future transfers of title.
B. 
For such purpose, the Township Engineer shall have free access, without charge, to any of the public records wherein the necessary information may be obtainable therefor and may also cause search to be made in any other place for any muniments or evidence of title, not reported to him, and requisite for the completion of such books, maps or plans.
C. 
All such books, maps and plans shall be carefully preserved in the office of the Township Engineer and shall be kept, by additions from time to time, so as to show at all times the ownership of every lot or piece of real estate, or subdivisions thereof, within the limits of Springfield Township, with the successive transmissions of title from the date of this chapter.

Certified copies, under the hand of the Township Engineer, of any of the entries in said books or upon said maps or plans shall be furnished to any person desiring the same upon the payment of a fee of $5 per property.
All persons acquiring title to real estate in Springfield Township, whether by purchase, devise, partition or in any other manner whatsoever, shall furnish to the Township Engineer at his office in the Township Building, within one month after acquiring such title, descriptions of their respective properties upon blanks furnished by the Township and, at the same time, shall present their conveyance to be stamped by said Engineer, without charge, as evidence of the registry thereof.

Within two business days after the recording of any deed or conveyance by the Montgomery County Recorder of Deeds, the owner of any real property in Springfield Township, or his/her agent, shall be required to register the deed or conveyance with the Township of Springfield. Such registration shall be made by delivering in person, sending a copy of the deed by registered or certified mail, return receipt requested, or overnight delivery with confirmation of receipt.

A fee of $10 for each deed or conveyance to be registered shall be paid to the Township of Springfield for the purpose of maintaining a local registry of deeds. Payment shall accompany all registrations delivered to the Township in the manner described § 71-5.

Any person or persons neglecting or refusing to comply with the provisions of this chapter shall be liable to a penalty of not more than $600, to be recovered, with cost of suit, before any District Justice of the Township, as like penalties are now by law collected.
