No firm, person or corporation shall excavate in or under any Town highway or public ground in the Town of Haddam without a written permit, obtained at least 48 hours prior to excavation, from the Board of Selectmen or its duly authorized representative.

No firm, person or corporation shall lay, or construct, or open, or maintain any drain or conductor pipe in such a manner that the water from the same is discharged upon any sidewalk, any Town highway or public ground in the Town of Haddam.
No firm, person or corporation shall build, maintain, construct, establish or otherwise use a driveway or entrance or exit to any portion of a Town highway from private land without a written permit, obtained at least 48 hours prior to excavation, from the Board of Selectmen or its duly authorized representative.
The Board of Selectmen shall adopt, and may amend as required, specifications concerning construction of driveways, or entrances, or exits to any portion of a Town highway. In adopting or amending said specifications, the Selectmen shall include in their consideration the location of the driveway or entrance or exit with respect to its effect on highway drainage, highway and pedestrian safety, snow removal and erosion control, and may establish reasonable time limits for completion of all required improvements. Said specifications shall include the requirements for a bond to ensure completion of all required improvements within the time limits set forth.
Any person, firm or corporation found guilty of any violation of this chapter shall be subject to a fine not exceeding $50 for each day of the violation, and each day shall be considered a new violation of this chapter.
